KTIP 2008-2009 Funding
  • The current difficult financial climate in
  • the Commonwealth has resulted in significant
    decreases in funding for KTIP.
  • Since the 2009-2010 biennial budget bill (HB 406)
    did not provide language to the contrary, the
    EPSB must make sure that KTIP conforms to the law
    (KRS 161.030), while at the same time modifying
    the program to ensure optimal use of available
    funds.

KTIP 2008-2009 Funding
  • On June 7, 2008, the EPSB established
  • new funding priorities for KTIP that resulted in
    maintaining stipends paid to resource teachers
    but limiting the number of interns for FY09
    reducing contracts for public universities by
    approximately two-thirds.
  • This reduction in funds for university contracts
    will severely restrict each universitys ability
    to place a TE on every KTIP committee.

BOARD OPTION
KTIP TASK FORCE To monitor the
impact of these changes and bring additional
recommendations for ways KTIP can be improved
under the current funding situation.
Scenario 1 - RT stipend remains at 1400, funding
for TEs and Universities comes from limiting FY
interns to 2300 and receiving 200,000 in Perkins
Grant funds.

  • Assign TEs through IMS.
  • Schedule conduct training for KTIP committee
  • members and train-the-trainer sessions.
  • Submit copies of any products developed to the
  • Division of PLA by May 15, 2009.
  • Print distribute KTIP information to area DCs.

KTIP 2008-2009 University Contracts
  • 5) Funds allocated to each public university
    based on of the total allocation used in 07-08.
  • 6) In order to maximize limited funds, when
    necessary and manageable, universities will
    utilize district personnel at district cost to
    serve as TEs on KTIP Committees.
    District-assigned TEs will have the same
    qualifications as the RT but cannot be in the
    same school.

  • Program support shall not exceed 15 of
  • total allocation.
  • Each university shall be able to use the
    allocation as best fulfills needs of the service
    region.
  • 9) When it will not be detrimental to the
    success of the intern, each assigned TE will be
    encouraged to utilize appropriate technology
    (e.g., teleconferencing for orientation, video
    for the final observation).

  • Current budget will not permit any amendments
  • to the contract amount.
  • 11) Detailed reports due each quarter to EPSB
    should delineate all expenditures including funds
    allocated along with all other resources and
    in-kind services.

IMS
  • Regardless of fund availability, all COEs must be
    entered in IMS in order for the intern to receive
    a Provisional Internship Certificate.
  • IMS will be available as soon as possible will
    send special email and put in newsletter.
  • Make sure all information is correct on the COEs
    before submitting to EPSB. If changes have to be
    made after the COE has been submitted to EPSB the
    COE may lose its slot and be put at the back of
    the list.

  • Double check and make sure all documents have
    been submitted by the deadlines.
  • If interns resign, they need to sign RTT before
    leaving.
  • Do not bookmark a page in IMS and then email it
    to another person. This not only bookmarks the
    page but the role as well.

  • Check the expiration date on SOEs
  • and Temporary Provisionals.
  • If a Temporary Provisional expires on 12/31 the
    internship should be entered as Aug-May. The
    intern should renew by November 1st to avoid
    losing spring slot.
  • When assigning TEs, university coordinators will
    need to know if TE is employed through
    university, district, or retired. If district,
    what district and school?

  • DCs will have the ability to place an
  • intern on leave (i.e. medical). An effective
    beginning and ending date within the same school
    year will be required along with an explanation
    of the leave. Documentation must be sent to
    EPSB.
  • If the ending date is in the next school year,
    the intern is required to follow current
    procedures.

Resource Teacher Payments
  • RT payments will be mailed from Department of
    Treasury instead of EPSB. Rosters will be sent
    by EPSB.
  • Districts and private school resource teachers
    will need to contact Gary Freeland
    (garyw.freeland_at_ky.gov) to update mailing
    address.

Committee Meeting
  • When TE comes to observe intern, the committee
    must be ready to have the committee meeting.
  • If all committee members are not present on that
    day, contact the TE so they can reschedule the
    observation.

Standard Setting Studies
  • Standard Setting Studies (SSS)
  • In cooperation with the Educational Testing
    Service (ETS), KY IECE teachers and higher
    education faculty have developed a KY-specific
    IECE test. The EPSB conducted a SSS for the newly
    developed test in June 2008. The purpose of the
    SSS is to verify the new test is appropriate for
    certifying Kentucky IECE teachers. Should the
    test be validated for Kentucky use, it would be
    available November 2008, but not required until
    2009.
  • The EPSB also conducted a June SSS of the Praxis
    II Gifted Education test to determine whether it
    is appropriate for Kentucky educators.

Test Reviews
  • Reviews
  • Each year, the EPSB hosts reviews of currently
    required tests to ensure they are still valid for
    Kentucky teachers. This year, currently
    practicing teachers and teacher educators will be
    reviewing the tests required for middle school
    English, middle school math, middle school
    science, earth science, and theatre.

New Teacher Survey
  • Results from the 2007-2008 New Teacher Survey
    should be available September 2009 from our
    website at http//www.kyepsb.net/TestingResearch/S
    tatistics/StateRptCard/.  Due to budget
    constraints the survey will not be conducted
    during the 2008-2009 school year.

Praxis II National Advisory Committees
  • Each year, ETS convenes National Advisory
    Committees (NAC) to develop a new test and/or to
    review and revise the specifications for existing
    tests. Each NAC typically consists of a diverse
    group of certified teachers and higher education
    faculty who are involved in teacher preparation
    for a particular subject area or certification
    test.

  • Below is a list of the upcoming Praxis II
    National Advisory Committees (NAC) for which ETS
    would like classroom teacher and/or IHE faculty
    representation. Although Kentucky does not
    currently use these tests, the invitation to
    participate in the NAC is open to all states. If
    you would like to participate, please visit
    www.ets.org/praxiscomm.html (choose the button at
    the bottom labeled "National Advisory
    Committee), complete the form, and submit.  Be
    sure to choose the appropriate area of expertise.

    2008
  • Government and Political Science (0930) will meet
    July 28-30, 2008
  • Fundamental Subjects (0511) will meet August
    11-13, 2008
  • Geography (0920) will meet August 22-24, 2008
