Legislation
  • JMB came into being in 1916 and continues to
    operate under the University Act of 1955
  • Although the act was repealed in 1997, the CUP
    and the Matriculation Board continue to exist and
    perform their functions until Act 61 of 1955 is
    repealed
  • With the introduction of NSC and HE Amendment
    Bill, Matriculation Board in its current form
    could be the something of the past

Current functions of MB
  • The Board regulates admission to bachelors
    degrees to 11 public universities and 6
    comprehensive universities
  • The Board advises the MoE through HESA on
    admission requirements to bachelors degrees
  • The Board administers the endorsement and
    exemption requirements in accordance with
    approved ministerial requirements
  • Currently the admission to High Certificate and
    Diploma studies is done institutionally by the 6
    comprehensive universities and the 6 UoTs,
  • It is likely that this function will be
    transferred to the MB or a similar body

  • Maintains the country profile of 176 countries
    vide http//www.hesa-enrol.ac.za/mb/forpres.htm
  • Maintains,inter alia, the JMB school records from
    1918 to 1992 and a list of all candidates who
    obtained Senior Certificate with exemption at the
    other approved exam bodies

The future of Matriculation Board

Way forward
  • The Matriculation Board forms part of HESA
    Enrolment programme (NiSHE NBT)
  • HESA has already established Admission Committee
    that will take over the functions of the current
    Matriculation Board
  • The name will be changed to from Matriculation
    Board to Minimum Admission Services (MAS) in
    order to reflect the changes in form and
    structure
  • The transformed MB or similar body will take over
    the regulatory functions of admission into HEIs
    in terms of 3 tier levels of admission.
