    4100-1-R-E advise commanders and forward
    completed reports to BN.

    and SIDPERS generated reports.

  • Implements a standard promotion system based on

Promotion Authority
  • The Chief, National Guard Bureau (CNGB)
  • for AGR Title 10
  • The State AG convening and promotion authority
    for all promotion boards to SGT through SGM.
  • Active Army Commanders units for soldiers
    attached for IET training may advance and promote
    ARNGUS soldiers per this regulation.

  • Soldier transferred to new unit upon REFRAD
  • States submit DA 4187 requesting promotion to HRC

Administrative removal (cont)
  • At the direction of a reduction board
  • When notified of NCOES training required for
    promotion, declines, refuses or fails to apply
    for, enroll, be accepted into, or graduate due to
    an act, omission or failure of standards.
  • Refuses or fails to complete MOS training
    required for reclassification.
  • Declines an offer based on their pre-elections.
  • Enrolls in a officer producing program.

Command Initiated Removal
  • Cmdr may request removal at any time
  • Must notify the soldier in writing of the intent
  • Soldier is given min of 30 days to respond
  • TAG is final authority on all cases

  • Punishment under UCMJ (or State code) or
    nonpunitive measures should not automatically be
    the sole basis
  • conduct before and after the punishment and
    circumstances leading to and surrounding the
    misconduct
  • To remove a soldier based solely on a minor or
    isolated incident of misconduct may be unfair to
    the soldier.

    failure of record APFTs.
  • Punishment under Article 15, UCMJ or State code
  • Any court-martial conviction.
  • A memorandum of reprimand, signed by a general

    channels

  • Upon completion of MOS training and subsequent
    award of new MOS the soldier may request STAB for
    integration onto the current list in new MOS
