Definition

• opportunities for disabled children and young
  people to spend time away from their primary
  carers. These include day, evening, overnight or
  weekend activities and take place in the childs
  own home, the home of an approved carer, or a
  residential or community setting.

Criteria

• use fair, understandable and transparent
  eligibility criteria that enable short breaks to
  be used as a preventative service and which do
  not restrict provision to those threatened by
  family breakdown or other points of crisis

• Overnight breaks not always what is wanted
  although important to provide for those most in
  need
• More day care, playschemes, out of school clubs
  and leisure activities
• Increased local provision avoiding long
  journeys for both children and parents
• More services for young people aged 13 and
  support to help develop independence skills

Short Breaks CommissioningIntentions 2009-2011

• Equality of access to high quality services,
  centred on children families
• Developmental approach - building on good
  practice in Surrey and elsewhere
• Address service pressures and waiting lists
• Take into account transport issues for families

• Commissioning intentions will be reviewed during
  2009 - targeted commissioning for 2010-11
