Project Overview
  • Entire county diesel fleet that qualifies for the
    grant will be retrofitted.
  • 27 on-road vehicles will receive diesel
    particulate filters (DPFs).
  • 26 off-road pieces of equipment will receive
    diesel particulate filters (DOCs).
  • Cost difference between ultra low sulfur diesel
    (ULSD) and low sulfur diesel (LSD) will be
    financed.
  • Total amount of federal funding 163,815
  • Knox County will pay for labor and for a DPF
    cleaning machine counts as 23,056 match
  • Total project cost 186,871

  • Spoke to two emission control device
    manufacturers and received some broad budgetary
    numbers
  • Created a rough estimate of total project cost
  • Researched a few grant programs for possible
    local cost-matching requirements
  • Presented possible cost-matching dollar amounts
    to my superiors
  • Important step! They need to know.
  • Spoke to fleet services department to gauge their
    ability or desire to install the equipment

  • First step Looked at the evaluation criteria in
    the back of the RFP package.
  • Match?
  • Followed EPAs advice to adhere closely to their
    requirements.
  • Studied two previous winning grant packages from
    other entities.

Preparing the RFP
  • Two EPA requirements for the grant cut in half
    the number of vehicles that could be retrofitted
    in the Knox County fleet.
  • Medium duty or heavy duty trucks only
  • Only EPA or California Air Resources Board (CARB)
    verified equipment can be used.
  • Diesel fleet info critical for this step!
  • Diesel Emissions Quantifier consumed a large
    amount of time due to many types of vehicles and
    equipment
  • Dont forget to account for a fuel change

  • All EPA agreements finalized at the end of last
    month
  • Just beginning the process of planning the bid
    package
  • September 31, 2010 completion date
