  • Began operating in Spring 2008
  • Removes 95 percent of SO2, 90 percent of
    mercury
  • Part of 650 million station investment in air
    emission control equipment in 2008
  • Construction underway for another scrubber to
handle Units 3, 4 and 5, expected to be
    operational in 2011

Long-term Solutions Virginia City Hybrid Energy
Center
  • Wise County project meets baseload energy needs
    and has strong environmental features.
  • Will produce 585 MW of power using DOE-designated
    clean coal technology.
  • Complete environmental package
  • Protects air quality
  • Uses waste coal and biomass
  • Minimizes water use
  • Designed for carbon capture and
  • storage technology to be added later
  • What Dominion has proposed is the full up
suite of controls. It is the best there is.
Bruce Buckheit, State Air Pollution Control Board
    member - June 25, 2008.

Virginia City Hybrid Energy Center
  • Circulating Fluidized Bed Characteristics
  • High fuel flexibility- only technology that can
use wide range of fuels available in Southwest
    Virginia
  • 3,000-13,500 BTU/ fuel
  • 5-50 Ash (Potentially higher)
  • 1-4 Sulfur (VCHEC Sulfur content restricted by
    Air Permit)
  • Demonstrated, proven reliability - Availability
    is 90-95
  • Can meet strict emission regulations

13
VCHEC EmissionsCompared to Other Facilities
  • SO2 emissions are uncontrolled (60s), 90 (70s),
    95 (80s), 99.8 (90s) with 1.5 and 2 sulfur
    coal
  • NOX emissions from AP-42, MS Uncontrolled, CFB
    w/o SNCR, w/ SNCR,
  • PM emissions are uncontrolled, 99
    control,99.5,and 99.6
  • Hg uncontrolled based on .15 ppm,81, typical
    values and 99 for VCHEC

14
Virginia City Hybrid Energy Center
  • Station Operations
  • 1,700 acre site
  • Receipts 6 days/week, between 7 AM and 5 PM
  • Will have requirements for
  • Coal/Coal Waste
  • Woody Biomass
  • Limestone
  • Other (PAC, Lime, Ammonia, No. 2 oil)
  • Auger Sampler used for quality control
  • Two coal truck unloading sites (four hoppers)
  • One limestone unloading site - (two hoppers)
  • Two biomass unloading sites

15
VCHEC Material Handling
  • Traffic Study showed no issues with flow on US
58, at worst case hourly traffic assumptions.
  • Alternate 58 Stoplight showed volume to capacity
ratio of 1 at twice the required hourly worst
    case traffic

16
Virginia City Hybrid Energy Center
  • The permit requires each coal product shipment be
    sampled.
  • VCHEC will check shipments via on-site auger
    sampler

The station will blend two grades of coal product
(Low Grade 3000 to 8000 Btu/lb, and High Grade
8000 to 13000 Btu/lb) to achieve a target blend
rate of 7700 Btu/lb to the boiler.
17
Virginia City Hybrid Energy Center
  • INPUT LIMITS
  • Maximum sulfur average 1.50 (calculated on a
    rolling 12 months)
  • Maximum Btu per boiler 27.4 trillion Btu
    (rolling 12 month)
  • Approximate total coal volume (at target Btu)
    3.52 million tons
