Title: INSURV PREBRIEF Communications and Information Systems
1INSURV PRE-BRIEFCommunications and Information
Systems
2INSURVs Perspective
- Material Inspections (MIs) focus
- Ships material condition
- At a system level
- With a lifecycle perspective
- We do not inspect
- 3M administration
- Operator proficiency
- However, Failure to properly operate systems can
lead to inaccurate conclusions about equipment
material condition - Although MIs are not inspections of the crew,
- Organizational- and intermediate-level
maintenance accomplishment reflect on ships
force - Seniors in chain of command generally prefer to
first hear about material problems from sources
other than INSURV - Failures to accomplish PMS will often be
relatively obvious
3Method of Operations (MO) for MIs
- MIs focus on standards and specifications
- System-level functional checkouts
- Measurements of key operating parameters
- Observed conditions evaluated in reference to
PMS, tech manuals, CSOSS - Snapshot at specific moment in time
- Heavy reliance on FTSC technical expertise
- Insulates MI from variations in operator
proficiency - Measurements, observations taken using consistent
set of best practices - Provides experience to accomplish measurements
with optimum efficiency - Ships force must be proactively involved
- Excellent opportunity for key ships force
technicians to increase knowledge through
interaction with FTSC - Accountable to CO, who is ultimately
responsible - Provide ground-truth perspective for ships chain
of command

ships CO - Day 3
- Continue inport checks
- Ships force must arrange SESEF,
communications-satellite services - Antenna and mast inspection in afternoon

NETWORK - Physical Layer Inspection (Fiber Optic/CAT5
Cable) - Uniform inspector outbriefs department head prior
to return to port - Day 4 INSURV admin away from ship
- Day 5 Senior Inspector outbriefs ship in morning
6Documentation to Have Ready on Day 1
- Antennas
- Photos (two hard copies electronic media also
useful) - Radiation Patterns
- HF Smith Charts
- RF Communications
- Current Communications Equipment Population
Summary (CEPS) - Send advance copy to straitr_at_phibgru2.navy.smil.mi
l - Copies of CSOSS system-connectivity diagrams
- Supportability
- Technical-manual inventory and list of missing or
inadequate manuals - List of systems, equipment not covered by PMS
- Material management
- Current eight-oclock reports
- Active CASREPS
- Current hard copy of CSMP
- IT/LAN
- System-configuration drawings including LAN
topology, location of switches, routers, major
application servers - LAN accreditation package (IATO, software
licenses, etc.) - Inventory of all connection drops and
workstations authorized to connect to LAN
7INSURV Deliverables
1.Quicklook Message - High level view of
discrepancies found in all areas 2. Ship.out -
Ship.out is a prioritized listing of deficiencies
with more detail than the message -
Definitions of deficiency echelons Part 1
Material is inoperative or missing, which could
result in a mission degrade Part 2 Some
degradation in mission Part 3 Administrative
comments or minor degradation in mission (This
document will be reformatted for insertion into
your CSMP. Recommend you screen the jobs before
they are added to your CSMP.)
