OSBP Mission and Vision Statement
The Director, MDA Office of Small Business
Programs, serves as the Agencys principal
advisor on Small Business Programs and other
Socio-Economic Programs. Exercises functional
responsibilities and authorities on all aspects
of Small Business Programs and Socio-Economic
Programs and the execution of the Small Business
Innovative Research/ Small Business Technical
Transfer (SBIR/STTR), Mentor Protégé and HBCU/MI
Programs, in accordance with applicable
regulations.

OSBP VISION
  • To remain an integral player and valued advisor
    in the development of MDA acquisition strategies
    to ensure compliance with laws, directives,
    goals, and objectives related to small business
    initiatives to serve as a facilitator for
    accessing untapped small business resources and
    to serve as an advocate for small business in MDA
    procurements.

Research Areas
  • Research Area Leads (RALs) - Facilitate the
    Integration across the BMDS
  • The next (4th annual) MDA SBIR INDUSTRY DAY
    will be held August 7, 2008 in the National
    Capital Region.
  • The Industry Day will focus on enhancing the
    SBIR Process for MDA and the Small Business
    Community.
  • RALs will give briefings on their technology
    areas
  • Small Businesses will have the opportunity to
    sign up for one-on-one sessions with Topic
    Authors and key MDA representatives.

MDA Phase II Transition Program
  • Purpose To encourage the transition of SBIR
    projects into the BMDS
  • Currently two solicitation periods per year
    January 28/June
  • Any firm with open, active DoD Phase II contract
    is eligible to apply
  • Phase II projects should be at or approaching a
    Technology Readiness Level (TRL) of 5 or 6
  • Up to One Year Extension of Existing Phase II
  • Up to 500K SBIR Funds. Matching investment
    (one-for-one) from a DoD acquisition program, a
    non-SBIR/non-STTR government program or Private
    sector investments

MDA Fast Track Program
  • Purpose To encourage the transition of SBIR
    projects into the BMDS
  • All current Phase I awardees eligible
  • Applications must be submitted within 120 days of
    the Phase I effective date Phase II proposal
    within 180 days of Phase I effective date
  • Firms with no prior Phase II awards will have a
    matching rate () of 14
  • Firms with at least 1 prior Phase II award will
    have a matching rate () of 11

National Technology Transfer Center (NTTC)
  • MDA funds the NTTC to provide individualized
    business assistance through regional workshops to
    MDA SBIR/STTR Phase I and Phase II awardees
  • NTTC leverages the expertise of technology and
    business experts to accelerate the maturation and
    commercialization of technology

HBCU/MI Purpose
MDA has instituted the HBCU/MI Program to sponsor
relevant MDA research at qualified accredited
HBCU/MIs as well as to support training of future
scientists and engineers in the field of missile
defense Promotes participation by and prepares
HBCU/MIs for mainstream research programs within
MDA/DV (MSTAR, AS BAA, etc) Provides Incentive
for HBCU/MI scientists, researchers, students
to actively become involved in basic research and
encourages participation in science and
technology IAW Section 832 of P.L. 101-510, the
HBCU/MI Program increases and improves the
participation of these colleges and institutions
within MDA Innovative Science Technology
Programs The goal of this effort is to attract
researchers at HBCU/MIs toward technical
endeavors that will improve their competitiveness
in winning regular support from the main MDA/DV
research program Findings/results from these
research projects will be used in MDA

Mentor-Protégé Program Information
Program Objective Designed for Mentors to
provide beneficial developmental assistance to
Protégés to enhance their capabilities to perform
as viable prime and sub-contractor suppliers or
service providers to MDA, other Federal and
commercial contracts To Qualify as a Mentor
Must be other than a small business (unless
waived) and have an active contract and
performing under a sub-contracting plan with MDA
pursuant to FAR 19.702 and be eligible for the
award of Federal contracts or A graduated 8 (a)
firm with ability to serve as a mentor To
Qualify as a Protégé Must either be a SDB,
SDVOSB, VOB, HUBZone, or WOSB and eligible for
award of a Federal contract
