Criminal Offender Record Information (CORI)
  • CORI is defined in Penal Code Section 11075 as a
    summary of arrests, pretrial proceedings, the
    nature and disposition of criminal charges,
    sentencing, incarceration, rehabilitation and
    release. The summary criminal history records
    are commonly referred to as rap sheets.
  • Law enforcement agencies are not authorized to
    access California CORI through CLETS for the
    purposes of licensing, employment, certification,
    or a record review.

Rampart Scandal
  • Officer backgrounds could be concealed to hide
    out of state arrests
  • Officer backgrounds do not show sealed records
    such as juvenile arrests, convictions, or
    bankruptcies
  • CORI information cannot be used a a hiring tool

Conclusion
  • LAPD believes privacy is vital for all citizens
  • LAPD experience reveals that criminal justice
    inquiries must be verified with a biometric such
    as fingerprinting
  • LAPD must have open access to all records for
    high integrity and security positions (i.e.
    police officers and defined civilian employees)
  • Criminal Justice System information should be for
    law enforcement purposes only
