After seven years of negotiations, the FAO
Conference adopted the International Treaty on
Plant Genetic Resources (ITPGR) for Food and
Agriculture, in November 2001.
Article 28 .... shall enter into force on the
ninetieth day after the deposit of the fortieth
instrument of ratification, acceptance, approval
or accession, provided that at least twenty
instruments of ratification, acceptance, approval
or accession have been deposited by Members of
FAO.

This legally-binding Treaty covers all plant
genetic resources relevant for food and
agriculture.
Article 2 .... plant genetic resources for
food and agriculture means any genetic material
of plant origin of actual or potential value for
food and agriculture.
It is in harmony with the Convention on
Biological Diversity.

Implementation in Germany -
Developed under the leadership of the German
Ministry of Consumer Protection, Food and
Agriculture Involvement of other relevant
actors, in particular representatives of the
Federal and Laender governments, as well as of
research institutions, breeding organisations and
non-governmental organisations. Based upon the
structure of the GPA and its four main areas (1)
in-situ conservation and development, (2) ex-situ
conservation, (3) utilisation and (4) capacity
building. Supervision of the programme by an
advisory and co-ordination committee (BeKo)

Objectives
To maintain the diversity of plant genetic
resources for food and agriculture (PGRFA) and
their wild relatives (in situ and ex situ) for a
long-term in a cost-efficient and
scientifically-sound way To promote the use of
PGR e.g. through better characterisation,
evaluation, documentation and pre-breeding To
sustainably use a wider range of agricultural and
horticultural (including ornamental) crops in
market oriented production To promote the
conservation and rehabilitation of agricultural
and horticultural ecosystems To promote greater
transparency in the shared responsibilities of
the competent authorities at the Federal and
Laender levels and among all stakeholders
involved To exploit synergies from closer
co-operation at national and international levels.

Selected Priority Activities (as for
2003) Transfer of the Braunschweig collection of
the Federal Centre for Breeding Research on
Cultivated Plants (BAZ) to the genebank of the
Institute of Plant Genetics and Crop Plant
Research (IPK). Transfer of the responsibility
for the fruit genebank of IPK to
BAZ. Establishment / update of an inventory of
PGRFA in situ and on farm in Germany. Collaborati
on in the ECP/GR, e.g. support to the
establishment of a conservation system for PGR by
sharing of responsibilities in Europe. Establishm
ent of a national inventory for ornamental
crops. Establishment of a public-private
partnership for the evaluation of PGR in
Germany. Integration of the distributed relevant
data in the National Inventory on PGR in Germany
(PGRDEU) developed under the leadership of the
German Ministry of Consumer Protection, Food and
Agriculture.
