- .this expanded national security challenge
necessitates an unprecedented degree of shared
situational awareness among Federal agencies,
with state, local, tribal, and private entities,
and between the United States and its key foreign
partners. (p. 23) - Homeland defense and civil support are Total
Force responsibilities. However, the nation needs
to focus particular attention on better using the
competencies of National Guard and Reserve
Component organizations. The National Guard is
particularly well suited for civil support
missions. (p. 35) - ..because the most critical element of
successfully defeating threats to the US homeland
is shared situational awareness, the Department
will focus special attention in this area. (p.

7RATIONALE FOR JOINT CAPABILITIES DATABASE(JCD)
- There will be additional terrorist attacks and
natural disasters - Events could be simultaneous, stressing response
capabilities - National Guard units will continue to be deployed
to overseas theaters and may not be as readily
available - Focus on the Homeland requires greater
partnership with all levels of government - Situational Awareness DoD and many levels of
government must ensure they have current
visibility of capabilities to support domestic
operations

- JCD Is a Web Based Tool That Is
- Identifying and cataloguing capabilities within
each state/territory, including NG, non-guard
state, and other reserve component - The AGs assessment of his/her joint force
capabilities - State capabilities measured against state
requirements - A strategic method of identifying capability gaps
- A way to highlight the most critical (state),
functional capability shortfalls - Unclassified/ FOUO information
- Identifying impact of force structure changes
- An indicator of mobilization impact
- A logical assessment containing standardized
methodologies, that is tailorable to address the
uniqueness of each state and territory
