Footprints Keep - Out - Altitude (KOA)

• Lower Layer systems PATRIOT PAC 3, MEADS, SAMP/T
• have footprints with 50 km diameter given
  precise FCR cueing and distributed launchers
• have KOA problems with longer range TBM gt 1.000
  km
• KOA should be ? 20 km because of
• TBM break-up, unintentionally (Al Hussein in
  1st. Gulf War)
  or programmed
• MDW fall - out must remain above Tropo pause
  i. e. above weather area
  with vertical winds

Protection of Europe not feasible with LL systems
Even TMD requires additional Upper layer

Middle Layer Interceptor

• Some, newer threat developments are
  characterised by
• depressed flat flight trajectories, e. g.
  below 50 km altitude
• very strong manoeuvres during terminal approach
• Interceptions in 20 km to 50 km altitude
  required
• Two - or three - stage interceptor with a KILL
  Vehicle of highest agility and lethality
  (Hit-to-Kill)
• land-, see-based and airborne operation
• European development highly desirable
• 2nd interceptor for MEADS and SAMP/T

European Technologies

• All technologies needed are in Europe - in
  principle - available
• but they are not mature no system is developed
  and ready for operations.
• Single exception Aster Bl. 1 interceptor with
  some ATBM potential.
• European common R D programmes are strongly
  recommended
• in Early Warning Geo Satellite and LR radars
  (MESAR, RELV)
• MEADS and second interceptor (plug fight)
• SAMP/T with Aster Bl. 2
• PAAMS with second interceptor
• ALI for Boost-/Ascentphase interception
• Prerequisite Serious political discussion of
  threat assessment
• joint vision and programme

Recommendation

• Europe should do more, avoid US monopoly and
  should concentrate
• on TMD systems because
• most TMD systems, esp. all LL systems have also
  to cope with and have capabilities against
  Cruise Missiles (CM) and manned aircraft.
• In crisis theatres, NATO flanks included, CM
  UAVs are an increasing threat.
• USA have a lead of almost 20 years and many
  billions of in high Endo/Exo-interceptors
• Europe should co-operate with the USA, wherever
  feasible and desirable
