• Work to reduce overall project costs assess
  surface parking at prison site and community
  parking solution at existing site.
• Look for public / private partnerships study
  potential for private fund raising.
• Use design process to educate public on the needs
  and rationale for library.
• Negotiate for the Prison Site
• Reduce costs of site mitigation, parking and
  increase public access and awareness. Study
  potential for stronger financial participation
  with Prison Redevelopment Authority
• Prepare for and study future services demands

Cautions and Considerations

• There are intangibles with all sites
• The public must be consulted and informed through
  the process
• Site conditions are more complicated at the
  Prison and Existing Sites
• Prepare a process for an alternate site choice in
  the event the recommended site proves
  unacceptable
• Prepare a plan for reuse of the existing library

• Allows existing library to be sold for
  alternative government or private use
• Connected to the river and heritage of the
  community visibility will increase over time
• Has highest public / private partnership
  potential
• Serves all communities
• Connected to future cultural and economic growth
  and preserves library as central city asset.
• Meets all criteria for a new library to serve the
  community for the next 50-100 years
• Parking can be phased as need increases no
  competition for parking highest convenience
  less potential for unknown conditions (compared
  to existing library)
