Definition of Special Health Needs
  • Special populations who may encounter barriers to
    health services/maintenance during an emergency,
    e.g., persons who are mobility-challenged and/or
    may need special assistance because they are
    bed-ridden, invalids, wheel-chair bound, etc.
    Special needs populations also include persons
    who are taking daily medications, who may be
    receiving medical treatments (injections,
    dressing changes, therapy, etc.) by or through a
    home health agency, persons who are on regular
    dialysis, or who have special dietary
    requirements or arrangements. The category also
    includes persons who are hearing, visually or
    mentally impaired and may need assistance in an
    emergency. In addition, special needs populations
    may include persons who have language,
    transportation or communication barriers.
    Finally, special health needs populations might
    also include residents of nursing homes, persons
    recently discharged from a hospital or similar
    facility, and/or the frail elderly, especially
    those living alone. The group is struggling to
    decide whether to include latchkey children in
    the definition.

    forgotten or overlooked during a public health
    crisis, and that they receive appropriate and
    timely services sufficient to meet their
    immediate health needs during the emergency.
