During Construction Phase - Select the best alternative(s) or elements of
alternatives for traffic handling plan - Plan must support MoDOTs new I-64 project
- Help MoDOTs plan to be successfully completed-on
time and on budget

- Regional Problem-Regional Partnership
- Produce a fact-based, comprehensive analysis
covering all of the options available for traffic
handling associated with the project - Recommend (to MoDOT) traffic handling policies
and goals that represent the best overall value
to all the citizens of St. Louis County

Administrative Management Oversight Committee
- 11 member group appointed by County Executive
representing entire County - Provide direction to County staff and AMOC during
the study process - Review and approve proposed alternative(s)
- Approve final deliverable and make recommendation
to County Executive
Task Force
- City Managers and Administrators from adjacent
cities - Identify issues and propose alternatives
- Analyze in detail the results of alternative
selection - Provide feedback to the Task Force
County staff works with both groups to effectuate
a positive outcome!

- PROS
- Attractive to the City of St. Louis and Commuters
from West St. Louis County and St. Charles County - Leaves 2 lanes and all access ramps available for
construction - Easy to communicate changes to the public
- Faster Construction
- CONS
- Does not serve people with O/D within the study
area - Constructability problems in areas of bridges or
areas where elevation is to be modified - Problem with Emergency vehicles
- Potential high congestion in case of an accident
where shoulder is not available - Higher Rubber-Neck factor and risk for chain
accidents - Not friendly to business along the corridor

- Only inner lanes can be built with no ramps
closures - Difficult to communicate changes with the public
- Low Access for construction crew and equipment
- Conflict between construction equipment and
traffic - Constructability issues in areas of significant
grade changes - Unpredictable open lanes may be stopped on a
daily basis to get equipment cross the traffic

- PROS
- Only half the traffic will be impacted
- Full access for construction
- Emergency access for the open direction same as
existing - Easy to communicate changes to the public
- Satisfies people with O/D within the study area
and the City of St. Louis equally - Equal effect on businesses along the corridor
- CONS
- Potential problems with bridges where one bridge
is shared for both directions - May cause difficulties when significant changes
are made to grade on one side with traffic
flowing in the opposite direction - Have to re-route the entire traffic of WB or EB
on local road system which may cause them to be
one way and inconvenient for residents living in
the vicinity
