Title: I64 Regional Traffic Management Plan

1
I-64 Regional Traffic Management Plan
2
Goals and Objectives
  • Study Options for Regional Traffic Management
    During Construction Phase
  • Select the best alternative(s) or elements of
    alternatives for traffic handling plan
  • Plan must support MoDOTs new I-64 project
  • Help MoDOTs plan to be successfully completed-on
    time and on budget

3
Goals and Objectives
  • Regional Problem-Regional Partnership
  • Produce a fact-based, comprehensive analysis
covering all of the options available for traffic
    handling associated with the project
  • Recommend (to MoDOT) traffic handling policies
and goals that represent the best overall value
to all the citizens of St. Louis County

4
Team Structure
Administrative Management Oversight Committee
  • 11 member group appointed by County Executive
    representing entire County
  • Provide direction to County staff and AMOC during
    the study process
  • Review and approve proposed alternative(s)
  • Approve final deliverable and make recommendation
    to County Executive

Task Force
  • City Managers and Administrators from adjacent
    cities
  • Identify issues and propose alternatives
  • Analyze in detail the results of alternative
    selection
  • Provide feedback to the Task Force

County staff works with both groups to effectuate
a positive outcome!
5
Study Deliverable
  • Position Paper
  • will cover alternatives suggested by the AMOC
  • will include sufficient appendices to demonstrate
the comprehensive nature of the study and support
    the position assumed
  • will Summarize Final Recommendations to MoDOT

I-64/40 BRIDGES
  • Total number of bridges 29
  • North/South Spans 18
  • East/West Spans 10
  • And I-170 over Galleria Parkway

11
What do we want to know?
  • Can the bridge be reconstructed in stages?
  • How many lanes of traffic will be open during
    each stage?
  • Will the North/South bridge staging impact I-64
    construction?
  • How many lanes of traffic will be open during
    each stage?

12
Alternate 1One Pipeline Lane Open in Each
Direction with NO Access
  • PROS
  • Attractive to the City of St. Louis and Commuters
from West St. Louis County and St. Charles County
  • Leaves 2 lanes and all access ramps available for
    construction
  • Easy to communicate changes to the public
  • Faster Construction
  • CONS
  • Does not serve people with O/D within the study
    area
  • Constructability problems in areas of bridges or
areas where elevation is to be modified
  • Problem with Emergency vehicles
  • Potential high congestion in case of an accident
    where shoulder is not available
  • Higher Rubber-Neck factor and risk for chain
    accidents
  • Not friendly to business along the corridor

13
Westbound I-64 Lane Closure
Eastbound and Westbound Tube 1 lane in
each direction NO access
Full closure adjacent to construction
Existing I-64
Alternate 1 One Eastbound and One Westbound
Lane in Each Direction Local Traffic Diverted
via Other Local Roads No Interim Access
14
Alternate 2Two Lanes Open in Each Direction
with Full Access
  • PROS
  • Increased Mobility and Accessibility
  • Increased Emergency Vehicle Compatibility
  • More Options for the traffic to get on/off in
    case of congestion
  • Friendly to traffic with O/D within the study
    area
  • Better for Business along the corridor
  • CONS
  • Only inner lanes can be built with no ramps
    closures
  • Difficult to communicate changes with the public
  • Low Access for construction crew and equipment
  • Conflict between construction equipment and
    traffic
  • Constructability issues in areas of significant
    grade changes
  • Unpredictable open lanes may be stopped on a
daily basis to get equipment cross the traffic

15
Two lanes in each direction with access intact
Road Closure for Construction
Existing I-64
Alternate 2 Two Open Lanes in Each Direction on
Existing I-64 Alignment
16
Alternate 3One Direction Open As-Is, One
Direction Closed Completely with NO Access
  • PROS
  • Only half the traffic will be impacted
  • Full access for construction
  • Emergency access for the open direction same as
    existing
  • Easy to communicate changes to the public
  • Satisfies people with O/D within the study area
and the City of St. Louis equally
  • Equal effect on businesses along the corridor
  • CONS
  • Potential problems with bridges where one bridge
    is shared for both directions
  • May cause difficulties when significant changes
are made to grade on one side with traffic
    flowing in the opposite direction
  • Have to re-route the entire traffic of WB or EB
on local road system which may cause them to be
one way and inconvenient for residents living in
    the vicinity
