  • IS PENNSYLVANIAS SAFETY BELT ENFORCEMENT AND
    EDUCATION PROJECT
  • FUNDED THROUGH THE PENNSYLVANIA DEPARTMENT OF
    TRANSPORTATION

  • Buckle Up PA is a statewide law enforcement
    liaison program based on a successful LEL model
    of high visibility enforcement, media and
    education. BUPA have created a well organized
    plan that networks the enforcement community to
    individuals, groups and agencies throughout the
    state.

PA SEAT BELT USE RATE

  • Those remaining 14 of Pennsylvania drivers also
    tend to be high risk, aggressive drivers.
  • They violate the motor vehicle laws and are more
    likely to be involved in and cause crashes (71
    of occupants killed in vehicular crashes were
    unbuckled).
  • Statistics also show that these unsafe drivers
    account for the majority of the nighttime driving
    fatalities
  • 81 of nighttime fatalities are unbuckled in
    Pennsylvania.

OVERVIEW
  • The first 19 Mobilizations enforcement focused
    primarily during daylight hours.
  • We now know that safety belt use among night time
    motorists is much lower. In fact, it has been
    informally reported that belt use could be as
    much as 40 lower than day time use.
  • Increasing belt use and decreasing fatalities
    required BUPA to look at night time enforcement.
  • The effectiveness of day light coordinated
    enforcement mobilizations was well documented,
    but nighttime seat belt enforcement was untested.
    Nighttime seat belt enforcement presented many
    obstacles that had to be resolved.

The Problem
  • 26 of traffic related fatalities occurred
    between the hours of 10 PM and 359 AM
  • This window of time represents 25 of the day
  • BUT less than 10 of daily traffic occurs during
    this time.

READING NIGHTTIME SEAT BELT PILOT PROJECT
  • A 30 day Nighttime Seat Belt Campaign completed
    by Pennsylvania Department of Transportations
    Buckle Up PA Project.
  • It was the nations first project to implement
    and measure this type of activity.
  • Buckle Up PA measured daytime seat belt use
    verses night time use, tested different types of
    nighttime enforcement activities, established
    guidelines and standard operating procedures for
    future operations, and analyzed the overall
    project effectiveness.

OUR NEXT MOVE
  • Identified areas with low nighttime usage
    Statewide (2006 Statewide nighttime survey)
  • We funded and required enforcement operations for
    nighttime activities by our departments.
  • Coordinate Nighttime Safety Checkpoints with
    Sobriety Checkpoints (BOLTS)
  • Provide Technical Assistance and Training to
    police.

    dedicated to nighttime
  • Labor Day (BOLTS)-1 week, combination
