National Security Council of Afghanistan
Policy Action Group Policy development and
coordination forum, meets fortnightly
Implementation Team Follow-up, implementation and
problem-solving body. Led by ONSC with all
deputies and IC representation run by permanent
staff, four sub-elements

• Policy Action Group Objectives
• Advise President on all aspects of
  counter-insurgency strategy
• Recommend policies that strengthen the capacity
  and credibility of the GOA
• Provide guidance to the Implementation Team

• Implementation Team Objectives
• Implement strategy and policies
• Coordinate work of four teams and ad hoc projects
• Engage continuously with priority provinces and
  districts
