- Enacted in 1990 (Public Law 101-510) under the
initiative of former Senator Sam Nunn and Senator
William Perry in an effort to respond to
concerns, raised by DoD prime contractors, that
many SDBs did not possess the technical
capabilities to perform DoD subcontract
requirements, making it difficult for these prime
contractors to achieve their SDB subcontracting
goals. - It is the only Congressionally funded
Mentor-Protégé Program
4Eligibility
- A Mentor firm must have
- At least one active subcontracting plan and be
eligible for federal contracts. - A Protégé firm must be either
- A small disadvantaged business (SDB) certified by
the SBA - A self-certified qualifying organization that
employs the severely disabled - A women-owned small business
- A Service-Disabled Veteran-Owned Small Business
- A Qualified HUBZone Small Business Concern
5MPP Objectives
- Enhancing the capabilities of these firms to
perform as prime contractors, subcontractors and
suppliers under DoD, other Federal, and
commercial contracts -
- Enables Protégés to successfully compete for
prime contract and subcontract awards - Provides incentives for (major) DoD prime
contractors (Mentors) to meet their SDB
contracting goals

- National Defense Authorization Act 2005 changes
to Public Law 106-65 - Subtitle D- Extensions of temporary program
authorities - Section 841. Extension of Mentor-Protégé Program
whereby new agreements can now be approved
through September 30, 2010 with - Reimbursement of costs incurred through
