2What is the FLC?
- Chartered by Congress in 1986 to promote and
strengthen technology transfer throughout the
U.S. - Nationwide network of over 700 Federal
laboratories and RD centers - A forum that links technology and laboratories to
the marketplace - Departments and Agencies, conducting 90 billion
in RD annually and employing over 100,000
scientists and engineers.

- Cooperative Research Development Agreements
- Patent Licensing Agreements
- SBIR/STTR awardees must receive SBA waiver to
fund federal labs for work - Most labs have an Office of Research and
Technology Applications (ORTA) to assist
