OHA
  • Overseas Housing Allowance offsets housing cost,
    which consists of
  • Rent
  • Utilities and recurring maintenance expenses
  • Move-In Housing Allowance (MIHA)

TYPES OF OHA
  • There are two types of housing allowances paid
    under OHA
  • MIHA an upfront payment to members based on
    move-in costs.
  • OHA a monthly payment based on rent and
    recurring utilities/monthly maintenance expenses
    and pay grade.

MIHA
  • MIHA is comprised of three components
  • MIHA/Miscellaneous is a fixed-rate, lump sum
    payment that reflects average expenditures made
    by members to make their housing habitable
    (refrigerators, stoves, window locks)
  • MIHA/Rent is an actual expense component that
    covers reasonable rent-related expenses in total.
    These are fixed, one-time nonrefundable charges,
    such as real estate agent fees.

MIHA
  • MIHA/Security is also an actual expense component
    that covers reasonable security-related expenses
    for members assigned to areas where dwellings
    must be modified to minimize exposure to
    terrorist threat. Only items used to modify the
    actual physical dwelling are allowable.
    Qualifying locations are listed in Appendix N.

OHA APPLICATION
  • DD FORM 2367
  • A member must complete an application DD Form
    2367, the "Individual Overseas Housing
    Allowance (OHA) Report", to start OHA.
  • The DD Form 2367 should be filed in the Service
    Record Book.

ENTITLEMENT
  • All members authorized to live in privately
    leased/owned quarters are entitled to OHA.

OHA START
  • OHA starts the day the member reports to the new
    OCONUS PDS.
  • Exception If the member was in receipt of
    Temporary Lodging Allowance (TLA) on report date,
    OHA starts the day after.

OHA STOP
  • The day prior to departing the PDS in compliance
    with PCS orders,
  • Day the last dependent departs if the dependent
    departs within the 60-day period after the
    effective date of PCS orders.

ADVANCE PAYMENT OF OHA
  • Members may draw an advance housing allowance
    with the commanding officers approval
  • The advance amount ordinarily is not to exceed
    three months' rent allowance. However,
    additional funds may be authorized when the need
    is justified and authorized/approved in writing
    by your commanding officer

    purchase of residences or other living
    accommodations (see JFTR, par. U9116)

PURPOSE OF COLA
  • COLA is paid to members assigned to high cost
    OCONUS locations to help them maintain equal
    purchasing power
  • The cost of goods and services are compared
    between OCONUS and CONUS

  • When leave is in CONUS, COLA continues during any
    period not in excess of 30 days
  • COLA entitlement is reduced
  • When any Dependents depart in excess of 30 days

  • To partially reimburse a member for temporary
    lodging
  • Upon initial arrival at an OCONUS PDS
  • When it is necessary for a member to use
    temporary lodging for reasons beyond the members
    control

  • When preceding a PCS departure
  • During a members hospitalization period while en
    route between duty stations when dependents are
    required to use OCONUS temporary lodgings
