The CDBG Program
  • The primary purpose of the Community Development
    Block Grant (CDBG) program is the development of
    viable communities by providing decent housing, a
    suitable living environment and expanded economic
    opportunities, principally for low- and
    moderate-income people and families.

The CDBG National Objectives
  • All activities must meet one of three national
    objectives
  • Benefit Low- and Moderate- Income Persons
  • Eliminate Slums or Blight or/and
  • Meet an Urgent Need or Immediate Threat

Overall Benefit
  • Overall, a state must ensure that at least 70
    percent of its expenditures are used for
    activities that benefit Low- and Moderate-Income
    Persons

Funding Outlook Pre-election
  • 109th Congress House Passed Appropriations Bill
    at FFY 2006 Amount, Senate Took No Action
  • Continuing resolution passed which funded
    programs at 2006 levels (expires 12/8)
  • Formula adjustment and reforms proposed by
    administration which could adjust the 70/30
    percent (urban/rural) split and devote more funds
    towards poor communities

  • 110th Congress
  • Continuing resolutions?
  • Omnibus Appropriations Bill with possible across
    the board cuts (1 /-)?
  • Reform of national formula and targeting?
  • DCA will plan for funding levels at the 2006
    amount

Timeliness of Expenditures
  • Continues to be an issue at the national level
  • Georgia is improving however, we have more
    improvements to make
  • As outlined on page 18, the Department is
    tightening its performance rules and will
    generally require that after 80 of the grant
    period has elapsed, a grantee must have spent at
    least 20 of all funds and continue to make
    progress in order to be competitive.
