• Introduced by Commissioner Bonner at the 2001
  Trade Symposium in November
• Seven Charter Members signed in April 2002
• Importers engaged, followed by carriers, brokers,
  consolidators, forwarders, and NVOs throughout
  the summer and fall of 2002
• Northern border trucks and FAST in January 2003
• Ports and terminals engaged in February 2003
• Southern border trucks and FAST in August 2003
• Foreign manufacturers engaged in August 2003
