Civil Aviation Regulation

• Regulation of civil aviation has been around
  since 1900s and followed lessons learned from
  merchant shipping.
• First air regulation by Air Ministry in UK goes
  back to 1919 when it was announced that Ground
  Engineers would be licensed.
• The British Corporation register and Lloyds
  Register performed the regulatory role for
  aircraft from 1929 until 1932.
• In 1932, both bodies combined to form the Joint
  Aviation Advisory Committee. A subsequent review
  in 1937 formed the Air Registration Board from
  which the CAA grew.

Civil Aviation Regulation

• Following WW2, need to organize and regulate air
  travel worldwide.
• In 1944, USA invited 52 states for a conference
  in Chicago to review problems and issues
  associated with the future of international civil
  aviation.
• Outcome was the International Civil Aviation
  Organization (ICAO).
• All signatories agreed to make provisions that
  signatory aircraft could fly over and carry air
  traffic between member states territories.
• A common set of agreements where formed for
  airworthiness standards and recommended
  practices.
• Now, almost every country in the world is a
  signatory.
