EASA PRESENTATION
- The constitution of the Agency
- European Community adopted Basic Regulation
1592/2002 on common rules in the field of Civil
Aviation and establishing an independent European
Aviation Safety Agency (EASA). - All countries member of the European Union are
Member States of EASA - 25 countries as of 01/01/06
- Austria, Belgium, Cyprus, Czech Republic,
Denmark, Estonia, Finland, France, Germany,
Greece, Hungary, Ireland, Italy, Latvia,
Lithuania, Luxembourg, Malta, Netherlands,
Poland, Portugal, Slovak Republic, Slovenia,
Spain, Sweden, UK. - Other European countries not member of the EU may
enter into agreement with the European Community
to participate to the EASA (Art 55 of BR

- The continuing airworthiness of aircraft and
components shall be ensured in accordance with
the provisions of Annex I (Part M) - Annex I (Part M) also stipulates

- In the case of commercial air transport the
operator is responsible for the continuing
airworthiness of the aircraft it operates and
shall - 1. be approved, as part of the air operator
certificate issued by the competent authority,

- (a) This section establishes the requirements for
the issue of an aircraft maintenance licence and
conditions of its validity and use, for
aeroplanes and helicopters of the following

Approval process
- Administrative procedure (EASA certification
Directory Exposition, Part 3, subpart 4) - An EASA Form 2 Foreign Part 145 approval
is completed by the applicant seeking
certification and sent to the Agencys
headquarters in Köln, Germany. - EASA returns an acknowledgment of receipt to the
applicant within 10 working days and checks the
correctness of the application (preliminary
review). - The Agency checks the eligibility of the request
and return a principle acceptance within the
month following receipt of the correct
application. - The Agency fully assesses the application and
selects the NAA in charge of the technical
investigation (if possible). A formal acceptance
of the application is then sent to the applicant
together with - The identification of the EASA certification team
or NAA which will perform the technical
investigation - The preliminary approval number (EASA.145.xxxP)
- Confirmation of receipt of any fees associated
with the application

- The technical investigation team
- After eligibility is fully assessed and once the
principle acceptance is given, the Agency
determines whether the technical investigation
will be carried out internally or allocated to an
external party (accredited NAA). - Notification is sent to all accredited NAAs
which then have a month to express their interest
in performing the technical investigation. - The Agency eventually selects the NAA according
to several criteria (competence, experience,
capacity, estimated cost).

- The technical investigation
- The investigation is performed in accordance with
Part 145 and associated Acceptable Means of
Compliance (AMC) and Guidance Material (GM). - It includes review of all documentation
associated with the application, including - The Maintenance Organisation Exposition (MOE)
- The Associated Procedures
- The EASA Form 4s
- It includes conformity audit(s) on every site to
be certified. - Duration of the period is largely dependant on
the size and complexity of the organisation to be
certified, but also to its degree of preparation
for the certification and compliance with Part
145 and associated AMC and GM.

- The Certification procedure
- When full investigation for compliance with EASA
Part 145 has been satisfactorily completed, a
quality review of the following documentation is
carried out - Completed EASA Form 6
- MOE
- Form 4s
- Consistency of Form 2 with Form 6 and MOE
- Continued surveillance plan
- When satisfactorily completed, the EASA Form 3,
Approval Certificate, is issued by the Agency and
forwarded to the Foreign Part 145 Approved
Organisation. The P at the end of the
approval number is removed.

- The Follow-up
- Changes
- Reportable changes within the Approved
Maintenance Organisation shall be transmitted to
the NAA in charge on a Form 2, together with any
other documents as required. - The investigation team will proceed with a
detailed review of the changes and investigate as
required. - When investigation is satisfactorily completed,
if a change to the Approval Certificate is
necessary a revised EASA Form 3 Approval
Certificate is issued by the Agency. - Continued surveillance
- A continued surveillance plan is communicated to
the organisation - An EASA Form 6 shall be completed every 24 months
- Where continued validity of the approval is
accepted, the Agency shall notify the AMO and the
NAA in charge.
