Background

• Five Military Junior Colleges authorized ECP
• Two year accelerated program leading to
  commission as 2LT with associates degree and an
  8-year service obligation
• Minimum Eligibility 2.0 GPA 850 SAT/17 ACT
  DoDMERB U.S. citizen 17 years of age
• 17 MJC scholarships (2.5 GPA 920 SAT/19 ACT)
• Serve as 2LT in ARNG/USAR while completing
  bachelors degree (allowed 36 months and
  non-deployable)
• Eligible for federal and state tuition assistance
  as a lieutenant in ARNG/USAR as well as benefits
  under Expanded Financial Assistance Program
  (additional service obligation)
• Accession at the four-year mark with six-year
  obligation remaining
• MSL I and MSL II credit for BCT/LTC/JROTC

• All-male private military academy (7th-12th
  grade 300 Cadets)
• Co-ed private junior college (lt 200 Cadets)
• 33,000 a year
• Located 15 miles west of Philadelphia in Wayne,
  Pennsylvania
• One of only five colleges offering the ROTC Early
  Commissioning Program ECP started in 1966
• Partnerships with Eastern University (1400
  students), Cabrini College (1400 students), and
  Rosemont College (400 students)

MJC PMS Responsibilities

• Commission ECP LT
• Ensure ECP LT enrolls in the 4 Year School
  identified on the individuals assignment
  transfer orders.
• Identify ARNG/USAR vacancy for ECP LT within
  commuting distance of the baccalaureate degree
  institution
• Facilitate the transfer and reassignment of ECP
  LT to a ARNG/USAR
• Inform ECP LT of responsibilities after
  commissioning and have ECP LT sign Memorandum of
  Understanding (MOU)
• Provide copy of the MOU to the gaining PMS and
  ARNG/USAR Commander
• Submit MPRJ/OMPF, Medical Treatment Records, and
  Accession Files to HQCC NLT 5 days after
  commissioning

Gaining PMS Responsibilities

• Verify ECP LT enrollment within 5 days from the
  start of each semester
• Ensure ECP LT understands responsibilities as
  outlined in the MOU and re-validate
• Counsel ECP LT regularly to ensure academic
  alignment, physical fitness, compliance with AR
  600-9
• Ensure ECP LT completes bachelors degree within
  36 months
• Ensure ECP LT serves in a local USAR/ARNG unit
• Conduct drug and alcohol screening as required by
  USACC
• Utilize ECP LT as a trainer as required
• Notify ARNG/USAR Commander and HQCC when ECP LT
  fails to graduate within 36 months of
  commissioning
• HQCC will notify HRC-STL, POC Mr. George
  Schmelter (1-800-325-1879)
• Prepare accession file when ECP LT enters the
  accessions zone

USACC Responsibilities

• Transfer newly commissioned ECP LT from USAR
  Control Group (ROTC) to HRC-STL, USAR Control
  Group
• Provide semi-annual list to PMS of ECP LT
  attending 4-year colleges and universities
• Assist with location of ECP LT when he/she does
  not report to the designated PMS
• Track ECP LT through graduation from a 4-Year
  college or university
• Assist the gaining PMS in accession packet
  preparation
• IAW current Accessioning and Commissioning
  Guidance

ECP 2LT Responsibilities

• Notify gaining PMS immediately after acceptance
  and enrollment into a 4-year university
• School must be formally affiliated with ROTC
• Report to gaining PMS within 5 days of the
  beginning of each school year and re-validate MOU
• Remain enrolled as a full-time student at a
  college or university offering Army ROTC until
  completion of bachelors degree (36 months)
• Meet regularly with PMS to discuss progress
  towards degree completion, enrollment status, and
  ARNG/USAR participation
• Serve as a 2LT in a local USAR/ARNG unit
• Undergo drug and alcohol screening as required by
  USACC
• Maintain HT/WT/BF IAW AR 600-9 and pass
  semi-annual weigh-in
• Conduct organized PT with ROTC unit and pass in
  semi-annual APFT
• Serve as a trainer as required

Expanded Educational Assistance Plan

• Participants must sign DA Form 597-4
• EAP provides benefits for 4 semesters summer
  sessions not included does not cover third year
• Service obligation increased by one year for each
  year of benefits
• PMS required to counsel each term
• Must maintain 2.0 GPA and meet APFT/HT/WT/BF
  standards
• Participants may not attend BOLC II/III
• Participants may train with PMS
• CG, USACC is approval authority to terminate
  benefits and disenroll

Remember

• ECP lieutenants are no longer Cadets they are
  commissioned officers
• ECP lieutenants can be a valuable asset to you
• ECP lieutenants drill schedules take priority
  over ROTC FTXs
• You are responsible for the lieutenants
  accessions packet
