26Public Comment Procedures
- The main purpose is to provide local governments
and tribes time to review potential actions
within their jurisdiction - Applicants may only clarify information already
in proposal, but may not submit new information

28Conditions for Funded Projects
- Work commences only when agreement is signed by
contracting agency - Project must comply with applicable laws and
regulations - Permission for access is obtained
