• Competitiveness Council of Ministers of November
  28, 2005
• adopted the so-called Partial General Approach on
  the basic Decision on the 7th FP (No Budget yet)
  A partial general approach is a way of fixing
  Council discussions on non-budgetary elements
  that are linked to the pending negotiation on the
  financial perspective for the period 2007-2013.
  It leaves open the possibility of adjusting
  agreed parts of a proposal should that be
  necessary following agreement on budgetary
  amounts.
• adopted Conclusions on the joint Potocnik/
  Verheugen Commission Communication on More
  Research and Innovation Investing for Growth
  and Employment A Common Approach (2005-2007)

Council Conclusions focus on Investing in RD and
Innovation

• UNDERLINE the critical importance of improving
  Europes research, technology transfer and
  innovation performance in the interests of global
  competitiveness, increased growth and employment,
  in particular by mobilising the potential for
  scientific,technological and innovative
  excellence throughout the European Union
• STRESS the need, at all levels, Community,
  national and regional, to mobilise more public
  and private sector funds to achieve the Barcelona
  investment target
• STRESS the need for an integrated approach for
  RD and Innovation including all Community
  Instruments (FP RTD, CIP, Structural Funds) in
  line also with the Lisbon process National Reform
  Programmes
