Energy Conservation in Public Facilities
  • COA Municipal Energy Conservation Program
  • since 1992 has implemented projects in City
facilities that have saved in excess of 950,000
    per year.
  • in 1994 COA voluntarily participated in EPAs
Green Lights Program today about 90 of City
    facilities retrofitted with energy efficient
    lighting.

3
Energy Conservation in Public Facilities
  • COA Municipal Energy Conservation Program
  • in 1996 received 2.9 million in State funding to
retrofit existing City facilities resulted in
savings of over 550,000 per year.
  • in 1998 set up a 2.5 million shared-saving fund
    for City departments.

4
Energy Conservation in Public Facilities
  • COA Municipal Energy Conservation Program
  • in 1998 state-of-the-art central plant at Austin
    Bergstrom International Airport
  • in 2002 implemented a 2.7 million project to
retrofit existing traffic signals with new LED
    technology.

5
Energy Conservation in Public Facilities
  • COA Municipal Energy Conservation Program
  • in 2005 started implementation of a Performance
    Contracting initiative.
  • in 2006 a joint venture study of alternative
    Street Lighting technologies (COA/SECO/RPI)

6
Energy Conservation in Public Facilities
  • Revolving Energy Conservation Fund
  • 1998 COA set up a 2.5 million shared saving fund
    to install energy conservation measures.
  • 9 City departments participate (Fire, Police,
    EMS, Parks, etc).
  • 56 shared savings agreements were signed
  • lighting retrofits
  • high-efficiency A/C unit change-outs
  • large chiller projects
  • fine-bubbler diffuser project in Water Utility

7
Energy Conservation in Public Facilities
  • Revolving Energy Conservation Fund
  • repayments over 7 to 10 years.
  • departments retaining 20-50 of annual savings.
  • recovered funds are being re-invested in further
    energy conservation measures in municipal
    facilities.
  • have recovered 1.8M from municipal departments
    in the last 8 years.

Austin-Bergstrom International Airport ABIA
Central Plant is a show-piece for energy
efficiency
  • 2,900 tons total cooling capacity.
  • 1.6 million gallons chilled-water storage tank.
  • 42 degree F chilled water provides 15,000
    ton-hours
  • of air-conditioning for the terminal
    building.

Energy Conservation in Public Facilities
  • Traffic Signal Conversion to LED
  • Retrofit 5,200 traffic signals
  • existing incandescent lamps 135 watts
  • new LED lamps 11 - 15 watts
  • energy savings per lamp 120 watts
  • (90) energy reduction

Energy Conservation in Public Facilities
  • Pedestrian Crossing Signal Conversion
  • Retrofit 3,700 pedestrian signal heads

existing incandescent lamps 92 watts
new LED retrofit 7 watts
energy savings per signal 85 watts

Energy Conservation in Public Facilities
  • LED Traffic Signal Project Savings Estimates
  • annual savings of 7,250,000 kWh per year (3 of
    total use).
  • 830 kW reduced
  • project payback is 2.5 years.

13
Energy Conservation in Public Facilities
  • LED Traffic Signal Project Savings Estimates
  • Additional savings
  • Maintenance cost savings LEDs last 7-10 years
  • (vs. 2 year incandescent lamps).
  • Air Pollution Reduction
  • SO2 and Nox emission savings equivalent to
removing 1,000 vehicles or 12 million vehicle
    miles traveled.

Council Award City Council approval of a
Rotation List that provides turnkey services
(like design build) not to exceed 10 million.
Construction Phase 1 The Detailed Energy Audits
will be completed on Phases, and as the first
round starts construction the next Phase will be
audited.
Financing This may be an outside source like the
LoanSTAR Program (we have a 5 million commitment
from LoanSTAR), the ESCO may propose an
alternative method or a third party, or the City
of Austin may propose a method.
