Neighborhood Strategy Areas
  • Since 1972, the City of Colorado Springs has
    utilized federal community development block
    grant funds for capital improvement projects in
    designated neighborhood strategy areas (NSAs).
  • There are presently seven neighborhood strategy
    areas in Colorado Springs Westside, Knob Hill,
    Hillside, Mesa Springs, Ivywild, Adams, and Mill
    Street.

  • About four years ago a policy for strategy area
    designation and phase-out was developed.
  • Prior to that time, areas were designated on an
    as needed basis in context with budget.
  • Over the past five years a total of 4,392,738
    has been expended in NSAs.

  • Designation Steps
  • Identify the area as eligible (51 Residents
    consider low/moderate incomenot exceed 80
    median income for area).
  • Review the budget to identify funding for the
    area.
  • Obtain City Council approval for the designation.
  • Identify with neighborhood input the goals and
    develop a strategy to meet the goals.
  • Work with neighborhood to develop a preservation
    plan.

  • Support Provided upon designation
  • Neighborhood association support ( meetings,
    newsletter development and postage, post office
    box dues etc.).
  • Infrastructure needs addressed as budget allows.
    This includes sidewalks, curb and gutter,
    pedestrian ramps, park and trail development,
    pedestrian crossing signals, adequate street
    lighting, and other infrastructure improvements.

  • Neighborhood Phase-Out Procedures
  • Review demographic data to determine if area
    still qualifies
  • Review of existing master plan to determine if
    the intent of the plan has been accomplished
  • Conduct at least two public hearings in
    neighborhood to explain the phase-out process
  • Provide neighborhood support funding for a
    maximum of one-year
