- How often is the Code updated?
- Formally, annually the Code must be revised. But
in fact, during last 18 years only several small
modifications were made. - Is the time period fixed or variable?
- Fixed. But in fact, the Code is revised only when
relating policy, equipment, technology are
changed. - The code has existed for 18 years. Now its
necessary to modify the Code so that it will be
in accord with real situation in power system
development. - The main reasons for modifying the Code are
- New electrical equipment has been introduced into
power system - New voltage levels have been introduced into
power system (22kV, 500kV) - Some safety (electrical fire protection) issues
need to be revised

- Impact of external/international activities,
organizations? - We are looking for international organizations
that can help us in revising the Code. - How do organizations and individuals participate?
- A group of experts from different organizations
(Consultant Companies, Universities,) formed by
Ministry of Industry and EVN Corp. is responsible
for preparing the Code. - Draft of the Code will be circulated around the
country to experts - What organization gives final approval?
- Ministry of Industry

- Is it enforced in a legal process? Private or
public sector enforcement? Uniform process
throughout the economy? - The scope of application of the code is
- Electric power industry
- All local organizations, individuals in Vietnam.
- Evidence of compliance-certificate issued?
- The certificate will be issued based on result of
testing and inspection. - What is the dispute settlement process?
- According to the signed contract. State
management organizations in electricity
activities are responsible for settlement
process.

- What are the penalties of non-compliance?
- Shall be dealt with in accordance with the
Governments Decree on penalizing administrative
breaches in electricity area - Individuals committing breaches of the Code such
that the breach constitutes a crime shall be
subject to criminal prosecution and liable to pay
compensation in accordance with the laws.

Future
- New code development process envisioned?
- We intend to develop these projects relating to
national codes and standards - Revision of the existing Electrical Installation
Code - Revision of the existing Safety Code for
Exploitation of Power Plant and Electrical
Network - Preparations of Technical specifications and
standards on electrical equipment, including both
low-voltage and high-voltage levels. - Preparations of a brand-new National Electrical
Installation Code - We hope to co-operate with international
organizations, especially with NIST.
