Stronger Teamwork Better Results!
4Strategic Highway Safety is a Process
- Leadership initiative
- Identify agency champions
- Gather data
- Analyze data
- Establish a working group
- Bring safety partners together
- Adopt a strategic goal
5Strategic Highway Safety is a Process
- Identify key emphasis areas
- Set performance based goals
- Identify strategies and countermeasures
- Determine priorities for implementation
- Write the SHSP plan
- Implement the plan
- Gather feedback, evaluate, repeat
6Emphasis Areas
- Reduce the number of alcohol-related crashes on
all Nebraska roads. - Increase occupant restraint use statewide.
- Reduce the number of run off the road crashes on
the state highway system. - Improve the safety of highway intersections.
- Reduce young drivers involvement in fatal and
injury accidents.
7Emphasis Areas
- Increase Work Zone safety.
- Improve the accuracy, timeliness and completeness
of traffic records. - Increase Commercial Vehicle Safety
8Introductions
- Howard Preston Eagan, MN
- Over 30 years of transportation experience with
continuous involvement in safety research and
development of safety programs. - He really likes things that use gas, make noise
and go fast.
9What is a SHSP?
- States vision/goal for reducing the number of
fatal and life changing injuries - Identifies the key strategies that when
implemented will be most effective at achieving
the goal. - A guide for safety investments.
10Why Prepare a SHSP?
- The Previous Approach to Safety isnt Working
There is a trend of an increasing number of
traffic fatalities.
11The National Highway Safety Goal
- Reduce the Highway Fatality Rate from 1.5 to 1.0
per 100 million vehicle miles - Reduce in absolute numbers highway fatalities by
5000 to 7000 per year (from current 43,000)
12Where does Nebraska stand?
- In 2002, Nebraska ranked near the middle for
fatality rate. -
A 38 reduction in Nebraskas fatality rate is
needed to reach the national goal

AASHTOs 22 Key Emphasis Areas in the
SHSP. The 22 Emphasis were screened using -
Number of fatal crashes, - Review and selection
by Working Committee. The CEAs represent the
areas with the greatest potential to
significantly reduce the number of traffic
fatalities in Nebraska. - Represent over 65 of
traffic fatalities in Nebraska.

15Nebraska Safety Goals
Tony Kane, AASHTO, listed establish a stretch
goal as the first point for success.
- Adopt the National Goal of a 1.0 Fatality Rate
(1.6 ? 1.0). - For Nebraska, a change in the fatality rate from
1.6 ? 1.0 would be approximately a 38 reduction. - Would expect annual fatalities to decrease from
275 (2000-2004 avg.) to 200 (2008 forecasted).
