- Goal 1. Preservation of water basin ecosystems.
- To combat degradation of ecosystems.
- Goal 2. Rational water use and access to
drinking water. - To provide the population, economic sectors and
ecosystems with water. - Goal 3. Cross-sectoral partnership and capacity
building. - To develop mechanisms to create and develop
cooperation between sectors and countries.

11INVITATION TO PARTNERSHIP
1. Support the efforts of CA countries to achieve
the priority goals of sustainable development, as
described in the subregional report on
Environment, water and security in Central Asia,
and to develop the CA SD Initiative announced at
the WSSD 2. Embark on the preparation of a
multilateral partnership agreement between all
stakeholders aimed at achieving the priority
goals outlined in the report and developing a new
phase of the Aral Sea Basin Programme for the
period to 2010, as initiated by the Heads of
State of the CA countries

- To hold negotiations with all countries,
organizations and programs interested in
participation to the Partnership Agreement - The existing agreements in CA would be better
implemented if international organisations and
donors could be involved in "guaranteeing them

- To start drafting an international legal
document that would set specific objectives and
work out mechanisms of cooperation, stimulation,
monitoring and responsibility

- The objectives and obligations contained in the
Millennium and Docha Declarations, Monterrey
Consensus and the WSSD Plan of Implementation
should be incorporated into the new
international legal document - The new CA Subregional CSD should be created on
the base of subregional organizations
17- Next steps
- a "Subregional deal" as well as a
debt-for-environment-swap should be viewed as
opportunities - a sub- regional "Public Fund for Sustainable
Development" would be a finance mechanism
