• Broad sense of user community with
  sub-communities which could be scholars, school
  children, teachers, illiterate communities
• Consider the priority of subjects and knowledge
  domains in terms of potential user communities
  some subjects will be of global interest, some of
  local interest
• Users are creators and producers of content, not
  just the audience of content

  standard to inform the work that is being done
  without disrupting it

• Define cataloging standards, vocabulary
  registries create these tools if needed, and
  create this in a collaborative environment
• Take a practical approach of adopting standards
  that would lead to interoperability over time
  while providing model standards
• Potential tool translation of LCSH
