    out by Congress.
  • 2,400 FSA county offices across the US.
  • GIS is used for program management, program
    compliance, change detection
  • Base Ortho Imagery has been updated on a 3-5 year
cycle (ag. Lands, growing season, natural color)
  • Digitized farm field boundaries called Common
    Land Units
  • Imagery that meets FSA program requirements Ag.
    lands, annual/during growing season, natural
    color.

4
National Agriculture Imagery Program
  • Strategy
  • Annual program
  • Quarter-quad based orthos
  • 1m and 2m resolution
  • 5-year cycle for 1m base replacement
  • Leaf-on, peak-growth
  • Very rapid, aggressive collection

5
NAIP Contract Description
  • 5 year (07 - 11) Indefinite Delivery,
    Indefinite Quantity (IDIQ) type contract
  • Contracts competed using best value procurement

Changes, Improvements and On-Going Pilots
  • Discontinued 2 Meter collection
  • Radiometric improvements
  • Implemented 4 histogram specifications
  • Require pre-production sample from vendors
  • Absolute horizontal accuracy
  • Partners requesting change
  • Dataset accuracy is better described
  • Pilots were conducted in 2006 (UT) and 2007 (AZ)
  • Future states will be phased in
  • Once converted, state will not revert
  • 7 new states are planned for 2008

13
Changes, Improvements and On-Going Pilots
  • Seamline shapefile
  • FSA users require a CCM shapefile
  • Not an issue with 140,000 film
  • Direct digital acquisition requires mosaicking of
    several images
  • Attribute is single field (majority date)
  • Successful pilot was conducted in 2007 (Arizona)
    using ADS-40
  • Expand seamline shapefile requirements in 2008
  • Test different digital camera footprints
  • Resolve issues before proceeding to all states
  • 4-band imagery
  • Requires new compression
  • RFP CT, IN, MN, RI, TN, TX, VA, VT, KS

14
2009 and Out-years
  • To respond to continued funding constraints, FSA
    is working to stabilize NAIP
  • Provisions under discussion
  • Update on a 3-year cycle
  • Acquire imagery over agricultural program lands
(as identified by CLU or other program
requirements) on roughly one-third of the
    continental U.S. each year
  • Upgrades based on partnership participation
  • Accuracy, extending coverage, frequency
