Report from International Repeat Hydrography and
Carbon Workshop Masao Fukasawa
. November 14-16 2005 . At Shonan Village,
Kanagawa . A joint workshop organized by IOCCP
and GSOP . Goals of the workshop 1. Review
post-WOCE global ship-based hydrography
activities. 2. Review the extent to which these
observations are accessible. 3. Identify global
priorities for ship based hydrography to
fullfil the specific science aims of CLIVAR
and the ocean carbon and
tracer community, and in light of the existence
and needs of Argo. 4. Establish a robust
mechanisms to compile information on future
hydrography plans and to ensure that data from
these obseravations are rapidly made
avairable. 5. Take steps to publicize to the
wider science community, the continuing
importance of carrying out ship-based hydrography.

Working Session I (toward goal 3) Assesment of
Current Program and Proposals
For
Improvement Design of the hydrographic program .
The lt10 year repeat strategy has been successful
to see significant changes both for physical
and carbon inventories. . There is a problem with
the synopticity of global survey. . A new
strategy is needed A new emphasis on inventory
changes and accumulation rate of significant
water mass. Existence of hydrography program
out of OceanObs99. Advances in technology.
Linkages with other international observation
programs, e.g. Argo and GEOTRACES.
. To coordinate and to implement hydrography the
up-to-date and comprehensive information of a
plan is necessary.
Definition of repeat hydrography in the program
. Though it is recognized that ship-based
hyfrogtaphy alone cannot meet the science goal,
it is still remains the only mean of directly
measuring the full suite of water properties at
high vertical resolution. . The core ship-based
hydrography which follow the traditional WOCE
manner with full suite of measurements and
other REPATED hydrography which do not follow
the traditional manner are complementary to
define the repeat hydro- graphy program as a
global network.

. Definition of core set of measurements is
important to develop cohesive programs and to
lay down baselines for the future, however, it
should not be so prescriptive as to exclude
groups participating as partners in the global
network of hyfrogaphy. . The title of the program
of CLIVAR/Carbon Repeat hydrography is needed
to be renamed as Internatinal Repeat Hydrography
and Carbon Program to define future activity
independently of research program having a
finite lifetime (hydrography network should be
sustainable).
Working session II (toward goal 4) Approaches
for Data Management, Synthesis
and
Interpretation
. Data synthesis from a sustained (or rather
monitoring?) observation activity require a
different approach than has been carried out
through research (or rather process study)
programs The repeat hydrography program will
need to continually justify its scientific value
through pablications and data product. -gt A
mechanism for data syntheses must be developed. .
Data syntheses are best carried out using an
ocean basin approach (by utilizing already
existing basin group, e.g. Basin Panels of
Pacific, Atlantic, Indian and the Southern
Ocean?)

. A 3-step basin synthesis approach outline to
deal with issues of integration between physics
and biogeochemistry, observationalists and
modelers, other measurement platforms.
1 For each basin around a particular
science issue, to develop a science
workshop to bringing togather observations,
mdelers. 2 To establish a working
group that will carry out the necessary data
synthesis activity under supports
from CLIVAR Basin Panels, IOCCP,
OOPC, PICES, CarboOcean and so on.
3 To hold a samller follow-up workshop to present
results and outline product
development (not only for scientific journal
articles but also the release of
the data synthesis and merging these data with
global data set),
Data management issue
. There is a need to establish a single
coordinated service for repeat hydrography.
CCHDO, CLIVAR_IPO for information of
physical hydrography plan
and physical
hydrography variables IOCCP, CDIAC
for information of ocean carbon
activities and data . CCHDO and
CDIAC are developing a joint data management
plan These collabolation need to be
reinforced. . Only a rapid data release can make
the sustained program justify its continuing
value through frequent product development A
need for a system to recognize the efforts of
data contributors -gt DOI system used by WDC-MARE

Acgtion Items
I. Establlish a small advisory group to develop a
cohesive and comprehensive International
repeat hydrography and carbon program. .
Oversee the writing of technical white papers to
highlight successes and need for a sustained
and integrated international repeat
hydrography and carbon program. .
Facilitate linkages with critical partners such
as Argo and OcenaSITES time series network.
. Provide oversight and feedback to data
and information management system .
Provide oversight of basin synthesis activities
to encourage multi-siciplinary and
multi-platform integration
. Serve as an international focal point for the
development of this program and lobby for its
support. Establish the International
Repeat Hydrography and Carbon (IRHC)
Advisory Group co-sponsored by IOCCP,
CLIVAR-GSOP, SOLAS/IMBER Jioint Carbon
Coordination Group(S.I.C.) II. Establish a
closer links with Argo . Increase the
emphasis on deep salinity data in the repeat
hydrography program in key areas. .
Encourage and facilitate rapid release of CTD
data . Investigate the feasibility
and mutual interest for O2 sensors on a subset of
Argo gloats. Establish a Friends
of Oxygen working group(s) to develop plans and
proposals for inclusion of O2 on Argo
floats and to draft technical white
paper on Argo-O2 (utility and practicality) and
to present an overview of the science
of O2 from profiling floats at 2nd Ago Acience
Workshop and

to organize a mini-workshop of a
Friends of Oxygen in conjunction with the
First North Atlantic Basin Synthesis meeting
and to address to other issues of
concern for Argo and Rpeat Hydrography via the
Advisory Group. III. Improve data and
information coordination . Develop a
more coordinated system between CCHDO, CDIAC and
WDC for information, data
management and data archival for repeat
hydrography including both physical and chemical
variables . Update the
hydrographical and chemical variables .
Update the hydrographical program manuals
. Establish internationally-agreed standards
for nutrients . Establish a regular
pravtice of using DOIs for data sets and
rnforcing their use in jounal articles .
Develop an agreed plan to meet DIM needs for the
developing Repat Hydro- graphy Program,
and define the way and means of implementing
these activities. . Set up a
small working group to establish
internatinally-agreed standards for
nutrient based on existing best-activities.
. Identify lead authors for updating manuals
and works through CCHDO to make these
updated methods readily-available on-line.
. Define and develop a way to establish the use
of DOIs for data sets and publish this
information widely to lobby for adoption and
application.

through GSOP 1) To rename the prgram as
International Repeat Hydrography and Carbon
Program (IRHC) 2) To set-up IRHC Advisory Group
co-sponsored by CLIVAR/GSOP IOCCP and
SOLAS/IMBER Carbon Implementation Group
