INTRODUCTION
  • Project Name
  • Phase I development of Polokwane and
    Lephalale Hostels into Community Residential
    Units (CRU).
  • Context
  • The hostels are located in the township
    of Seshego in a peri- urban area of the
    Polokwane Municipality and in Lepalale (former
    Ellisrus) in Limpopo Province.

INTRODUCTION
  • These projects have been targeted noting their
    location in two of the ten provincial nodal
    points.
  • The appalling living conditions of the
    residents are living in.
  • The preparation is to enable the
    implementation of Phase II in 2008/2009, when top
    structure construction will take place.
  • Based on this plan above, the department
    has to appoint a service provider for the phase
    I.

  • Purpose of the work
  • To provide the services to redevelop the two
    hostel sites into medium density rental housing
    for the income group of up to R3500 as per the
    National Department of Housing Community
    Residential Unit policy

CRU 1 Lephalale considerations
  • Project must be constructed in 2 phases.
  • Phase 1 new build on brown field adjacent to
    current block.
  • Families/individuals must be decanted into new
    units of phase I.
  • Phase II is demolish and rebuilt.
  • A few refurbished houses against which new blocks
    have to be built.
  • Sandy soil conditions dictate foundations for
    double storey units.

Bulk supply
  • Water service is provided inside the site.
  • Sewer service is provided by pipeline, that cross
    the area and have some manholes.
  • Electricity is not provided, but the bulk supply
    is available.
  • Internal infrastructure needs to be provided.
  • Power line cross the land

  • One crèche
  • One Primary School
  • One Secondary School
  • One High School
  • One Children Play Are
  • One ATM ABSA Bank
  • Public Telephone

EXISTING ECONOMIC ACTIVITIES
  • Two news Power Stations will be built in the next
    future.
  • Several shopping centre and other services are
    situated near the site.
  • Small business as spaza shop.

EXISTING TRANSPORT INFRASTRUCTURE
  • There is situated a Taxi Rank
  • Some taxis and bus frequently carry peoples to
    town
  • The cost is R 5,50 by bus and R 7,00 by taxi
  • The bus top is located in Main road
  • The distance to town is around 21 km.

OTHER CONSIDERATIONS
  • Amarula trees are situated in the area, they
    are protected by law, they need to be
    incorporated in the site i.e. public space for
    seating, meetings and cultural activities.

OPORTUNITIES
  • Existence of ash dump in the area materials could
    be used
  • 2 new power station will be built
  • Urban agriculture under power line
  • Cultural and traditional customs practiced
  • Small informal enterprises to be supported.

REQUIREMENTS
  • Demolition of existing structures (leaving 2
    ablution blocks)
  • Higher density with well defined communal spaces
    for easy maintenance and security.
  • Decanting and phasing sensitive to community
    needs.
  • Community involvement and empowerment strategy.
  • Creation of public areas for recreation and
    promotion of economic integration and social
    development
  • Approx 200 bed spaces in cluster style, 2 bed
    units that can flexible communal or family
    spaces.
  • Average floor areas 50 m² per unit.
  • Promote good environmental design.

RU2 Seshego Introduction
  • Located in urban area, close to industrial area
    and node of transport.
  • The Hostel must be demolished totally, but step
    by step, because the resident needs to stay
    there.
  • The site is flat, a big block.
  • All of residents are male and very young, around
    30 or 40 year old.

Issues
  • Low level of incomes, average R 300.
  • The majority of this people prefer to live in the
    site.
  • There are only two collective toilets, with water
    provided. They must be demolished during the
    construction. They are temporary facilities.
  • No electricity is currently provided.
  • No kitchen provided, people are cooking outside.

EXISTING ECONOMIC ACTIVITIES
  • Small Shops for groceries, beverages, foods, etc
    are located on the periphery of the site.
  • Others like Tailors, Hairs Salon, Shoe Repairs
    are located near by.
  • It is intended to keep these business and
    incorporate them into the project.

SOCIAL FACILITIES
  • Open Spaces and Children Plays Areas with
    protection of the vehicles.
  • Green Areas and Trees, Benches allow integrated
    Community and create a place for Meeting and
    Cultural Activities.
  • Should be include Local Arts Expressions, such
    as, mural painting and sculptures.
  • Medical Institutions there are close to the site.

TRANSPORT INFRASTRUCTURE
  • Bus stop opposite the site links to City and
    beyond.
  • Taxis r cross the Main Road in the corner of
    site. The ticket cost R 5,00 per travel to Town.
  • Parking Areas not allow to dominate the area.

REQUIREMENTS
  • To be build around 200 new units.
  • Medium Density Housing - two storeys
  • Demolish the existing blocks
  • Decant residents into temporary shelter or
    existing blocks.
  • Integration with the existing Physical and Social
    Environment.
  • All internal services to be provided
  • Houses with around 50 square meters, with 1, 2 or
    3 bedrooms, developed in two storey( duplex),
    front garden, back yard with wash line, lounge,
    open kitchen, bathroom and toilet. Increase
    density, Low cost housing basic specifications
  • Support to small business
  • Areas for limited parking
