10European Research Council guiding principles
- Support frontier research projects? 100
reimbursement of projects - All fields of science and scholarship are
eligible? investigator-driven, bottom-up - Excellence is the only valid criterion?
individual team research project - Independent individual teams in Europe?
Nationality of researchers not relevant, host
organisation to be located in EU or AS
11Two ERC Funding Streams
- Two streams of activity are foreseen
- ERC Starting Independent Researcher Grant scheme
(ERC Starting Grant) - Call for proposals to be published (22 December
2006 15 May 2007) - ERC Advanced Investigator Researcher Grant scheme
(ERC Advanced Grant) - Call for proposals at a later stage
12ERC Starting Grant(ERC Starting Independent
Researcher Grant )
- Support researchers at the start of their
independent research career and establishment of
their first research team (2-8 years following
PhD award) - Provide a structure for transition from working
under a supervisor to independent research - Supply grants to support the creation of
excellent new teams of which bring energy and new
ideas to their disciplines
13ERC Starting Grant(ERC Starting Independent
Researcher Grant )
- Main aim is the 3Rs Retain, Repatriate, Recruit
- 300M (approximately ? of ERC annual budget)
- 100000 400000 Euro per year (increments of
50000 Euro) - 200 Starting Grants per year, each for up to 5
years - 1400 Starting Grants over 7 years of FP7
14ERC Advanced Grant (ERC Advanced Investigator
Researcher Grant)
- Designed to support excellent investigator-initiat
ed research projects by established investigators - Should complement the ERC Starting Grant scheme
by targeting researchers who have already
established their independence as team leaders - 100000-500000 Euro per year
- max 2-3 Mio. Euro per grant (ca. 200 grants per
year)
15ERC Grants (II)
- Up to 5 years
- Two-step application Procedure (due to large
number of expected applications) - Peer review Panels determine proposals to be
funded and applicable budgets - Simple grant preparation for most projects
- Flexibility and portability
- Short annual reports plus detailed final report
16Who can apply ? Individual Teams
- The Team Leader (Principal Investigator) has
the - power to assemble his/her research group
- freedom to choose the research topic.
- Individual teams should consist of a grouping of
researchers which meets the needs of the project,
without artificial administrative constraints
thus members may be drawn from one or several
legal entities, from either within or across
national boundaries, including third countries
17FP7 / ERC launch events
- FP7 launch event for information
multipliersBrussels, 7-9 February 2007 -
Conference aimed at intermediaries and at
stakeholders of European research policy - ERC launch conferenceBerlin, 26-28 February 2007
- Organised with the German EU presidency as
high-level conference - European Research Event with Public Exhibition
Brussels, 718 March - Political High-level
event with presentations and exhibitions on
European research success stories

19Regions of knowledgePolicy context The "Regions
of Knowledge" initiative responds to a need to
increase the overall capacity of regional players
to enhance science and technology for economic
development of all European Regions Expected
Outcome ? improve links between stakeholders and
local business community ? foster
transnational / cross-border cooperation ?
enhance mutual learning of regional actors ?
exchange experience and best practice
20Regions of Knowledge
Two objectives for all European regions
Strengthen their capacity for investing in RTD
and carryingout research activities
Produce research strategies that contribute to
regional economic development
- Through the development of regional
research-driven clusters -
- Associated and candidate countries are also
eligible
21I - What is a regional research-driven cluster?
Research Entity
Regional Authority
Regional ResearchDriven Cluster
Local Enterprise (e.g. SME)
Other Actors (e.g. Banks)
22- I RoK Main activities 2007
- Three calls for a total of 10 M
- REGIONS-2007-1 (8.8 M ) 22 December 24 April
2007 - Analysis, mentoring and integration of research
actors - REGIONS-2007-2 (0.8 m ) 22 December 24 April
2007 - Facilitating the emergence of new clusters and
mutual information
23 I Thematic priorities in 2007 For the first
two calls 1. Bringing the benefits of research
to SMEs Action aimed at increasing integration
of SMEs in regional research driven clusters and
awareness about the potential benefits of
research for SMEs in their business activities.
2. Research and rural economies Action aimed
at integration of economic actors into regional
research driven clusters as a key challenge to
allow the development of dynamic rural and
maritime knowledge economies.
24- I REGIONS-2007-1
- Supporting analysis, mentoring and integration
of research actors - Activities
- Analysis, development and implementation of
research agendas - Mentoring of regions with a less developed
research profile or mutual learning - Initiatives to improve integration definition
of joint action plans, together with business
plans following SWOT analysis and definition
of RTD needs - Dissemination activities
- Participants
- Consortia of regional research driven clusters
- or a single transnational regional research
driven cluster - and always at least 6 partners from 2
countries -
25- I - REGIONS-2007-2
- Facilitating the emergence of new clusters and
mutual information - Activities
- creation of new research driven clusters
- Analysis, workshops, roundtables, expert group
meetings, dissemination activities, including
web-based initiatives - Participants
- at least 3 participants (one research entity,
one public authority, one enterprise) or one
research driven cluster (for mutual information
activities) -
