2008Training - Projects
  • EAVE organises 5-day workshop in Buenos Aires
    (PUENTES), focusing on the development of
    European and Latin American fiction film projects
    and on the creation of medium- and long-term
    relationships between professionals. It aims also
    at the creation of in-depth awareness of the
    audiovisual market and operating conditions,
    legal frameworks, financing, sales, distribution
    and exhibition practices in both continents.

2008Training - Projects
  • Cartoon Connection will organise in Buenos Aires
    a joint training on developing and financing
    international co-produced cartoons for
    professionals from the EU and Latin America.
  • TAREULA provides training to Latin American
    professionals to increase legal knowledge and
    encourages co-operation between Latin American
    and European film sectors, focusing on different
    exploitation platforms. Events take place in
    Mexico, Brazil and Argentina.

  • Film Business School Latin America has a project
    based approach and seeks to maximise the
    opportunities for interaction, consultation, and
    financing between a selected group of Latin
    American and European (co-) producers, with a
    team of influential senior industry
    professionals. There will be a four days course
    before or after the Rio film festival.

Training - Projects
  • PRIMEXCHANGE will focus on the field of project
    development for Film- and TV Production and
    offers trans-national (potential) analysis
    regarding script analysis, market research,
    financing/funding, distribution, world sales and
    games/inter active media to independent European
    and Indian film producers. A workshop will take
    place between 25 and 29 November in GOA.

Training - Projects
  • "LINCT" will develop a platform for information
    exchange for European and Indian professionals,
    to promote documentary co-productions as a means
    for Indo-European intercultural co-operation. The
    project will also promote an internet-based
    EU-India platform for documentaries. There will
    be an online conference and a residential
    workshop.

Training - Projects
  • Pygmalion International is a training and
    development programme focused on audiovisual
    production for children and young people. It is
    targeted at a group of professional writers,
    directors and producers from India, the Middle
    East and Indonesia.
  • EPI provides film and television training for
    Canadian and European producers, events taking
    place in Berlin and in Halifax.

  • TRAINEASTFILM The objective of the project is to
    allow participants from Armenia, Azerbaijan,
    Georgia, Latvia, Moldova, Romania, Turkey and
    Ukraine to understand the elements needed for a
    viable film project to build a deeper
    understanding of their working conditions, legal
    framework and systems of financing and
    distribution/exhibition in their own and in
    co-productions markets to explore opportunities
    for co-production and circulation of films to
    build a network contributing to the emergence of
    entrepreneurs in the region. A residential
    Workshop will be held in Tbilisi.

  • EURODOC is a training programme designed towards
    European professionals developing a specific
    documentary project. Under EURODOC International
    6 professionals from third countries' will join
    the training.
  • The ACE International project consists of
    welcoming 6 experienced feature producers from
    third countries (the 2009 focus being on North
    America, South-East Asia, MEDA Area and the
    non-eligible countries at MEDIA from
    ex-Yugoslavia) at the ACE existing annual
    programme designed for European independent
    producers. First, during two days they will be
    introduced to the European film industry
    (financing, legal, tax schemes, international
    sales, distribution),

  • The European Producers Club will organise two
    forums on distribution and co-production in China
    and in India.
  • Sofia and Sarajevo film festival will cooperate
    regarding co production platforms and programming
    of films. The project covers participants and
    films from MEDIA 2007 countries, the (none EU)
    Balkans, Russia, Turkey and possibly Argentina

  • CINE SIN FRONTERAS Europa Distribution, the
    Rencontres du Cinéma d'Amérique Latine de
    Toulouse, the CICAE (International network of
    arthouse exhibitors) and the FICCO (Festival in
    Mexico City) launch a project between Latin
    America and Europe based on 2 objectives
  • - to encourage the two-way flow of
    cinematographic works
  • - to strengthen the cooperation between the
    audiovisual industries of EU Member States and
    those of Latin-America.
  • Workshops will be organized in Mexico City (in
    February 2009) and Toulouse (in March 2009)
    gathering a small number of buyers/sales
    agents/diffusion professionals coming from both
    continents.

  • The DOMLA project will release 12 European
    documentaries in Chile and vice versa distribute
    Latin-American documentaries in Europe.

    films in festivals in Cork, Warsaw, Cairo and
    Haifa.

  • Group composition
  • Minimum of two independent legal entities,
    (except for extension of initial training
    projects)
  • The coordinator must be a legal entity registered
    in one of the 27 EU Member States.
  • At least one co-beneficiary must be a legal
    entity registered in any third country other than
    Liechtenstein, Norway, Iceland, Switzerland,
    Croatia.
  • Other co-beneficiaries could be legal entities
    from the 27 EU Member States or from any third
    country.

  • The coordinator is the leader of the group and
    bears overall project management responsibility.
    The coordinator acts as the conduit for all
    communications between the Commission and the
    proposal/project from its submission to its
    conclusion. The coordinator organises and manages
    the submission of a proposal. The coordinator is
    a beneficiary, who is subject to supplementary
    rights and obligations towards the Commission,
    due to his functions as liaison between the
    participants and the Commission, being
    responsible for collecting, integrating and
    submitting project deliverables.

  • The co-beneficiaries are partners in the group in
    terms of technical and financial contribution to
    the work and give a mandate to the coordinator.
    They are responsible towards the Commission for
    carrying out the work under the grant agreement.

  • Relationships among group members may be
    regulated by means of a Group agreement. A Group
    agreement should be concluded between the members
    if they deem it necessary for the completion of
    the work. The Commission must be informed of the
    existence of group agreements.

  • Period of eligibility of costs
  • Only costs incurred during the period of the
    action shall be considered eligible. The period
    eligibility will normally start on the day the
    grant agreement is signed by the last of the 2
    parties. As a general rule, the action must start
    between 01/01/2010 and 31/12/2010.
  • If necessary, the beneficiary is allowed to start
    the action before the agreement is signed. In
    this case, applicants shall request it formally
    in the explanatory Note to the Estimated Budget.
  • Only preparatory costs for the activities will be
    considered as eligible before signature of the
    agreement.

  • In any case, the action submitted can not start
    before the 01/09/ 2009.
  • - The action must be completed by 31/03/2011.

Structure of the proposal
  • A proposal has three parts part A, part B and
    part C.
  • Part A is a set of forms A1, A2, A3 and A4 which
    provide essential information about the proposal
    and the applicants, e.g. names and addresses of
    applicants, brief description of the work, total
    funding requested, etc. Proposal Part A must be
    prepared following the templates provided in
    Annex 1 of the Guide for Applicants.

  • Part C is a set of legal documents which are
    examined and evaluated by the Commission.

  • Training of professionals
  • Support is for training projects aimed at
    students/professionals from the audiovisual
    industry.
  • The aim is to build, through a training course or
    joint training measures, a deeper understanding
    of the operating conditions, legal framework and
    systems of financing of the audiovisual markets
    in all the countries participating in the
    proposed project.
  • Support is awarded either for an extension of
    projects approved under the MEDIA 2007 programme
    for initial (Option 1A) or continuous training
    (Option 1B) or for new training projects in the
    field of continuous training (Option 2).

  • Who can apply?
  • Option 1 Extension of continuous/initial
    training supported by MEDIA 2007
  • Projects consisting of offering
    continuous/initial training supported by MEDIA
    2007to professionals/students/trainers from third
    countries are permitted.
  • The application must be submitted by the
    organisation responsible for the application made
    under MEDIA 2007 (the coordinator of the
    consortium in the case of initial training).
  • Option 2 Continuous training specially devoted
    to MEDIA International
  • Only continuous training are eligible under this
    option. They should be directed at professionals
    with clearly proven skills and at least three
    years' experience in the audiovisual sector.
  • The applications should be submitted by a group
    of minimum of two independent legal entities .

  • Commission contribution
  • Option 1 Extension of continuous/initial
    training supported by MEDIA 2007
  • The eligible costs are limited to costs connected
    with the applicant taking on professionals/student
    s/trainers from third countries. The amount of
    aid granted may not exceed 80 of these eligible
    costs.
  • Option 2 Continuous training specially devoted
    to MEDIA International
  • Under this option, the Commission contribution
    will be as follows
  • - up to 50 of eligible costs if the project
    coordinator is from the one of the following
    Member States Germany, Spain, France, United
    Kingdom, Italy,
  • - up to 75 of eligible costs if the project
    coordinator is from one of the 22 other Member
    States,
  • - up to 80 of eligible costs if the training
    takes place (even partially) in any third
    country.

  • Promotion of cinematographic and/or audiovisual
    works
  • Support for promotion actions at the development
    or production stage to help cinematographic/audiov
    isual works access the international market
    (through pitching events, co-production forums)
    and therefore improve their distribution
    opportunities.

  • Distribution of cinematographic works
  • - Facilitate and improve the distribution of non
    European cinematographic works in European
    cinemas, and, vice versa, the distribution of
    European cinematographic works in non European
    cinemas.
  • - Encourage long term cooperation between
    European and non European professionals
    (distributors and/or sales agents and/or
    producers) in order to ensure and to improve the
    showing conditions of exclusive first releases of
    their own films on the territory/territories of
    their partner(s).
  • - Encourage the innovative use of new
    technologies in order to improve the impact of
    marketing campaigns linked to the release of
    films in cinemas.
  • - Raise public awareness, through reinforced
    information and advertising campaigns, of the
    release of European films (in third countries)
    and foreign films (in Europe).

    to increase the scheduling and showing conditions
    (duration of showing and number of screenings) of

    cinematographic works, and reciprocally to
    encourage cinema operators from third countries
    to increase the scheduling and showing conditions
    (duration of showing and number of screenings) of
    exclusive first releases of European
    cinematographic works
  • - To encourage the creation and consolidation of
    international cinemas networks.

  • SCREENING OF FILMS IN CINEMAS
  • The applications should be submitted by a legal
    entity (hereinafter called the "coordinator")
    registered in one of the 27 EU Member States. It
    should include cinemas from at least three
    European Member States. It should also include
    cinemas in third countries preferably situated in
    at least three of the following geographic areas
  • North America (United States Canada)
  • Latin America
  • the MEDA area
  • South Asia and South-East Asia
  • North-East Asia
  • European countries not member of European Union
    (other than Croatia, Iceland, Liechtenstein,
    Norway and Switzerland)
  • the rest of the world.
