3Goals for this Workshop
- Address interoperability between simulations and
C4I systems used in support of staff level
training. - Integrate issues associated with Advanced
Distributed Learning and Distributed Mission
Training fully into the Training Forum - Assess the return on investment (ROI)and the
impact on readiness of simulation-supported
training.
4Key Points
- The Training Forum held a discussion on the
future of the training forum. The key points
were - Users (in particular, Warfighters) are staying
away from the SIW in droves - Training membership endorses changes to current
SIW practices. - Trainings role in SIWs is to identify issues for
resolution by the technical forums. - Training agreed to changes in conducting the
Training Forum.
5Key Point 1 Users (in particular, Warfighters)
are still staying away from the SIW in droves.
- Explanation The SIW in past years had
significant attendance by military personnel
involved in and interested in modeling and
simulation. - Attendance by this community has been reduced to
a mere handful at any particular workshop. In
fact, it is difficult to find a uniformed member
in our audience. - The using community, which includes simulation
centers, training centers, training commands, and
combatant commands seldom attend our workshops. - Senior leaders from these communities not only do
not attend, but often have never heard of our
organization and our workshops.
6Key Point 2 Training membership endorses
changes to current SIW practices.
Two U.S. SIWs, one Euro-SIW, and one CGFBF is
too many events for 1 year.
- Too many events, and reduced budgets, have led to
declining SIW attendance. - Too many events have reduced the quality of
papers.
Recommend US SIWs change to one workshop then one
conference sequence, continue Euro-SIW
7Key Point 3 Trainings role in SIWs is to
identify issues for resolution by the technical
forums.
- Discussion identified the following options
- Provide the forum for Warfighters to present
their requirements and be the Interface between
user requirements and standards development - Contribute to Warrens request for use and
fitness metrics for simulation fidelity (use
is both a warfighter issue and a technical
issue) - Start with existing requirements lists (e.g. LTG
Kenneys, DMSO sponsored Warfighter MS Needs
Assessment, etc.) - Conclusion Trainings role is to bring users,
both Warfighters and MS operators, to SIW to
present their requirements.
8Key Point 4Training agreed to changes in
conducting the Training Forum.
The Training Forum will
- Invite the user community to present their MS
requirements. - Invite the technical community to provide
proposed solutions (at subsequent workshops). - Accept only those papers that are clearly focused
on the training community.
9Recommendations (Recap)
- Focus the workshop to become a forum for the
exchange of information, rather than a conference
for the presentation of papers. ( reduce
frequency) - Invite user community representative to present
and describe their MS problem statements
(requirements) - Insure attendance by technical community (Wed
Thur Groups) - Technical community provides proposed solutions
at subsequent workshops - Papers accepted for presentation at Training
Forum MUST be clearly focused to the user
training community or they will not be presented
there -- we can sponsor them in joint sessions
with other forums.
