- MPR of 8 Divisions are lower than IR Average.
- HWH(2.66), BB(3.06) BSP(3.49) are the top three
- Divisions in MPR.

three Divisions in MPR.

15Latest norms for signaling staff
- Circulated vide Rly Boards letter No.
94/ER/1700/9(Pt.) dated 27.04.05 applicable to
the assets created after 01.04.2001 - Earlier norms were circulated vide Boards letter
even No. dated 30.10.2000. - Staff requirement shall increase with above
yardstick as detailed in the next slide.

30RECOMMENDATIONS
31CONTRADICTIONS IN THE YARDSTICK OF 2000 AND 2005
- AS PER THE NEW YARDSTICK, STAFF REQUIREMENT
INCREASES SIGNIFICANTLY FOR ASSETS CREATED AFTER
1.04.2001. - TO SORT OUT THE CONTRADICTIONS FOLLOWING
SUGGESTIONS ARE MADE.

32WORK STUDY OF EXISTING ACTIVITIES
- This is required in view of introduction of new
technology in ST Dept. - Men are being replaced by machine, e.g. manual
recordings of events could be done through Data
Loggers, which are relatively error free. - This is likely to reduce the No. of Group D
staff and may increase Gp C staff slightly. But
overall, the staff strength will reduce.
33FRESH BENCHMARKING TO BE DONE
- AS PER THE BM REPORT OF 2002-03, HWH HAS THE
LOWEST MANPOWER RATIO OF 2.66 STAFF PER THOUSAND
DESU. - RECENT FIG COLLECTED SHOWS THAT MPR OF HWH IS
7.48. - NO. OF DESU WHICH HAS BEEN SHOWN AS 3,78,000 IS
1,24,000 AT PRESENT. - THERE IS A HUGE (UNREALISTIC) DIFFERENCE IN THE
BEST PERFORMING AND THE WORST PERFORMING
DIVISIONS, WHICH SHOWS THAT THE STATISTICS TAKEN
IN THE YEAR 2002 ARE NOT RELIABLE.

34MULTI-SKILLING
In ST Department we should go for multi-skilling
of the staff by suitable training, which will
make the staff more efficient and simultaneously
giving greater operational flexibility in
manpower utilisation. For example, the job of
Painter, Carpenter Mason may be done by one
staff instead of three. This will, however,
require suitable training at induction stage
Further in-service training periodically. Simil
arly, The categories of Blacksmith Hammerman,
whose functions are complimentary to each other,
can be combined together after suitable
training.
35Requirement of Skilled Manpower
With the introduction of panel interlocking
having electronically controlled
microprocessor-based System, the mechanical
signals are gradually decreasing. The will, in
turn, reduce the staff required for the
categories such as Black Smith Hammer man. The
semi-skilled staff may be gradually replaced by
Skilled staff capable of handling sophisticated
equipments.
36Technological Advancements and Reduction of
Manpower
- In view of technological progress, old mannual
exchanges are being replaced by modern and
efficient automatic exchanges having STD
facilities for direct dialing. - This has made the Telephone Operator a
diminishing category. - With the coming of new Panel Interlocking, the
need of locking gangs should reduce, while the
need of cable gangs may go up.
37KEEPING PACE WITH THE TECHNOLOGY
- The microwave technology is fast losing its
- relevance in the wake of high Bandwidth and
- speed offered by optical fibre cable. Hence,
- the staff deputed in microwave systems need to be
retrained and redeployed in OFCs. - More efficient and compact Cables have taken over
from overhead lines for telecom. These Linemen
will also be retrained and re-deployed in the
related fields such as Cable Jointer.
38REDPLOYMENT OF MANPOWER
- With the introduction of ST gears, the work load
on Traffic staff has generally reduced. - For example, requirement of switchman and
leverman has reduced due to panel interlocking. - We require inter-departmental deployment of
manpower or transfer of posts. - A review of manpower requirement of all the
affected departments needs to be done.
39BETTER UTILIZATION OF MANPOWER
- The Trolleymen in Divisions are Generally
attached with Officers/Supervisors. - All the Officers/Supervisors do not go on Trolley
inspection simultaneously. - It is suggested that for gainful utilisation of
Trolleyman, a combined pool of Trolleymen may be - created. The Officers/Supervisors may take the
services of Trolleymen from the combined pool
while going on Trolley Inspection. - This is likely to reduce the Sanctioned Strength
of Trolleymen significantly.
40MOVE FROM UNSKILLED TO SKILLED MANPOWER
With the introduction of modern technology, the
no. of ST gears are gradually increasing This
will cut down the requirement of semi- skilled
and unskilled staff like Khalasis require more
no. of Skilled staff capable of operating
sophisticated gears.
41AREAS OF FURTHER STUDY
- BAD PERFORMING DIVISIONS SHOULD STUDY THE WORK
PRACTICES OF BETTER PERFORMING ONES AND TRY TO
FINE TUNE THEIR MANPOWER. - THE BASIS OF DESU AND DETU HAS TO BE EXAMINED
AFRESH.
