(IRTMTC) Subedarganj, Allahabad
  • IRTMTC is part of NCR and it is a training centre
    meant for training of officers up to JAG as well
    as Group C staff of Track Machine organisation.
  • Details of Track Machines and man power data in
    Track Machines on Indian Railways were collected
    and discussed with IRTMTC officials.

  • The norms for requirement of manpower in Track
    Machines have been given in para 8.1 (B), (C)
    (D) of IRTMM 2000.

    operation of Track Machine.

    Machines.

  • Thus from previous slide, it is concluded that
    some of the Railways have 522 excess sanctioned
    strength than the requirement as per correction
    slip no. 9 issued on 20.10.2006 and there is
    scope of reduction of 522 posts.
  • Hence a review of the sanctioned strength is a
    must for all Zonal Railways.

Comparison of staff requirement as per old
provision i.e. IRTMM 2000 and as per correction
slip No. 9 in N.C.Railway are as under

Note (I) As per correction slip no. 9, staff
requirement in field operation has increased and
staff requirement in Zonal Depot and
Divisional Depot have decreased. (ii) NCR has
total sanctioned strength of 616 posts against
the requirement of 642 posts as per correction
slip no. 9.

  • In N.C. Railway, staff requirement as per IRTMM
    2000 was 778 as per correction slip No. 9
    issued on 20.10.2006 was reduced to 642. Hence
    requirement of staff reduced by 136 I.e. 17.48
    of the sanctioned strength as per IRTMM 2000.

  • N.C.Railway has reviewed staff requirement of
    Track Machine Organisation as per correction slip
    no. 9.
  • Other Railways may also review staff strength as
    per correction slip no.9, if not done so far.
    There may be reduction in sanctioned strength.
  • Existing yard stick for Track Machines is based
    on correction slip no. 9, issued on 20-10-2006.
    With procurement of large no. of machines,
    yardstick for requirements of the staff needs to
    be reviewed periodically.
  • At present 498 Track Machines are in operation on
    Zonal Railways. The review of requirement of
    staff may be linked with total no. of machines
    available on Zonal Railways.

k. Views on the possibility of
introducing/upgrading the existing technology,
IT, work methods
  • The procurement of latest model machines is made
    by Railway Board and subsequently allotted to
    Zonal Railways as per requirement.
  • Some of the machines are equipped with modern
    technology but since the staff requirement is
    assigned as per weighted machine unit therefore,
    there is hardly any scope of reduction in TMC
    cadre due to introduction of IT.
  • Track Machines have been introduced to replace
    some of the work being done by Track Men
    manually. Special committee should review and
    decide the requirement of track men with the
    increase of no. of machines.
  • Review of Track Men strength vis-a-vis number of
    Track Machines to be issued periodically by Track
    Directorate Railway Board.

  • From the analysis, it appears that there is no
    slackness in the work methods.

  • With the induction of new Track Machine in Zonal

    Men identified surplus to be surrendered.

  • With the induction of Track Machines, gang

  • With the issuance of correction slip No. 10 to
    IRTMM-2000 vide Rly. Boards letter No.
    91Track-iii/TK/24 Vol V dt. 12.12.2006, life of
    machines have been revised. It is proposed that
    with the condemnation/procurement of machine in a
    Zone, there should be review of existing men
    power, say every six months/one year like running
    staff.

  • A set of 55 works staff has been recommended as
    per EB study report No. 11/1967 circulated by
    NRs letter No. 565-IV/56 dated 11.01.1991 for

  • In these 2 years total 52560 Sqr. Metres road was
    maintained out of which only 6973 Sqr. Metres or
    say 13.27 road was maintained by deploying
    Railway employee.
  • While the remaining portion which comes to 45587
    Sqr. Metres or say 86.73 was maintained by
    arranging contractual labour.
  • The reduction in ITKMs of road maintenance which
    is done through contractors has caused out mainly
    570 posts from both Group C D staff as
    surplus.

    established, no strict assessment of staff
    required in Civil Works can be done.

    staff available and in future it will be easy in
    providing contract system/ outsourcing of the
