meant for training of officers up to JAG as well
as Group C staff of Track Machine organisation.

and discussed with IRTMTC officials.

2000 was 778 as per correction slip No. 9
issued on 20.10.2006 was reduced to 642. Hence
requirement of staff reduced by 136 I.e. 17.48
of the sanctioned strength as per IRTMM 2000.

- N.C.Railway has reviewed staff requirement of
Track Machine Organisation as per correction slip
no. 9. - Other Railways may also review staff strength as
per correction slip no.9, if not done so far.
There may be reduction in sanctioned strength. - Existing yard stick for Track Machines is based
on correction slip no. 9, issued on 20-10-2006.
With procurement of large no. of machines,
yardstick for requirements of the staff needs to
be reviewed periodically. - At present 498 Track Machines are in operation on
Zonal Railways. The review of requirement of
staff may be linked with total no. of machines
available on Zonal Railways.
44k. Views on the possibility of
introducing/upgrading the existing technology,
IT, work methods
- The procurement of latest model machines is made
by Railway Board and subsequently allotted to
Zonal Railways as per requirement. - Some of the machines are equipped with modern
technology but since the staff requirement is
assigned as per weighted machine unit therefore,
there is hardly any scope of reduction in TMC
cadre due to introduction of IT. - Track Machines have been introduced to replace
some of the work being done by Track Men
manually. Special committee should review and
decide the requirement of track men with the
increase of no. of machines. - Review of Track Men strength vis-a-vis number of
Track Machines to be issued periodically by Track
Directorate Railway Board.
45l. Views on the slackness in the work methods

- From the analysis, it appears that there is no
slackness in the work methods. -

- With the induction of new Track Machine in Zonal
Railways, the gang strength of the Zones are to

machines have been revised. It is proposed that
with the condemnation/procurement of machine in a

water distribution and storage system. - Maintenance of drainage and sewerage structure.

per EB study report No. 11/1967 circulated by

maintenance of the assets for each 150 ITKM. - Staff are provided separately at the units for

maintained etc.

- There is no yardstick provided in works manual
for calculation of staff requirement on Works
side. - Since there is no established uniform formula,
therefore, practice followed by NR vide letter
No. 565-IV/56 Dated 11.01.1991 is being followed
in Allahabad Division only of N.C. Railway. - Comparison of staff strength between NCR and
other individual Railway vis-a-vis b, c, d e
has been done on the basis of ITKM available from

- As per available records, two work study of Civil
Works over Allahabad Division were conducted and
details are as under - Work Study no. 1 - To review the maintenance
staff working under SSE (works) Units at Kanpur
area. This work study was conducted in the year
2001-2002. - Work Study no. 2- For other Units of SSE (works)
in Allahabad Division other than Kanpur area.
This work study was conducted in the year
2002-2003. - In these two Work Study Reports, 240 and 570 i.e.
total of 810 posts were identified surplus for
surrender against Total sanctioned strength 721
and 2294 respectively i.e. total 3015 . Total
Surrendered proposed 26.9
79g. Work Study no. 1- to review the maintenance
staff working under SSE (Works) at Kanpur area in
the year 2001-2002
- In this Work Study Report, 240 posts were
identified surplus for surrender. - This Work Study Report was not accepted by
Allahabad Division and was referred to
SDGM/Northern Railway for consulting Chief

16.12.2002. - The reasons for non acceptance of work study
report are as under -
- There appears to be some difference in the
calculation of ITKMs by the work study team.
ITKMs for roads constitute a significant part of
the total ITKMs. - Whether the yardsticks contained in NR HQs letter
no. 430-W/83 dt. 14.07.1976 and used in work
study report are valid or not.

staff working under SSE (Works) at Kanpur area in
the year 2001-2002
- There are 6 units under SEE/SE(W) Kanpur.
- ITKM of each unit was calculated by work study
team. - Sanctioned strength and Men on Roll position was
obtained from each units. - Yardstick of staffing the man power under a
SSE/SE who is able to maintain the assets
equivalent to 150 ITKMs was followed
SSE/SE/JE-I/JE-II3, SOM to assist IOW 4,
Ministerial Staff4(Time Keeper1, MCC1, Store
issuer2), Artisan10 (Mason2, Painter2,
B/Smite2, Carpenter2, Fitter2), Mate2, Gr. D
Staff30, Store Chowkidar2. - Total Staff as per Yardstick 34410230255
per 150 ITKM. - In this Work Study Reports, 240 posts from works
side at Kanpur area were identified surplus for
surrender against sanctioned strength 721 i.e.

- Further recommendation by work study team.
- Civil Engg. Maintenance activities which are
being performed/ completed by contractors
arrangement basis continuously (mostly as road
maintenance), ITKM should be reduced for
provision of departmental manpower requirement. - Petty repair /maintenance works should be got
completed on arrangement of contractors which
will essentially reduce the over staffing in man
power.

- A sample check was conducted pertaining to road
maintenance which is done both by arranging
deployment of departmental staff and contractual
labour. - Last 2 years figures relating to road maintenance
were picked up from HQ of various SE or SSE(W) of
Division. - In these 2 years total 52560 Sqr. Metres road was
maintained out of which only 6973 Sqr. Metres or
say 13.27 road was maintained by deploying
Railway employee. - While the remaining portion which comes to 45587
Sqr. Metres or say 86.73 was maintained by
arranging contractual labour. - The reduction in ITKMs of road maintenance which
is done through contractors has caused out mainly
570 posts from both Group C D staff as
surplus.

- CPOs of all Zonal Railways were approached vide
D.O. letters dated 05.01.2007 followed by
reminder dated 09.03.2007 but no report/Work
study report could be made available. - Efficiency and Research Directorate of Railway
Board was also approached but no report/Work
study report could be made available.
98i. Recommendation of the report/the work study
review and its implementation on that railway or
on Indian railways.
Needs no comment in view of Para (h) above.
99j. Views on the existing yardsticks/ norms/ work
studies/Reports for further modification
- Since the works side also include so many other
activities than Building maintenance therefore
demarcation of staff required for building
maintenance and other activities on works side
may not be possible in SSE/SE unit. - In order to have a fruitful analysis of man power
requirement it is absolutely necessary to have
ITKM figures as well as manpower data of works
side covering all the activities of Civil Works
in the benchmarking report instead of Buildings
only. - Until and unless some uniform formula for working
out staff requirement based on ITKM is
established, no strict assessment of staff
required in Civil Works can be done. - The activities which are outsourced or likely to
be outsourced, the staff deployed on such
activities will require redeployment on other
activities.
100k. Views on the possibility of introducing/
upgrading the existing technology, IT, work
methods
- Most of the activities are being outsourced and
only the petty repair works, emergency
maintenance, maintenance of service buildings
etc. are left over with Railway department. - Repair/Maintenance of buildings can be improved
and made more efficient and transparent by
introducing IT in the area of Registering
complaints, Store Material Management, Booking of
staff etc.
101l. Views on the slackness in the work methods
with specific reference to the category being
reviewed
- It appears under utilisation of Blacksmith,
Painter, Carpenter, Mason and Khalasis in present
work method. - Multi-skilling may be introduced in the artisan
categories.
102m. Indication on redundancy of category or
connected activity
Activities of Blacksmith, Painter, Malies
Safaiwalas, can be considered for outsourcing.
103n. Scope for surrender of activities or posts
thereof by
1. Outsourcing 2. Induction/ up gradation of
technology 3. Introduction of IT
After outsourcing of following activities,
Staff being deployed on these activities may be
considered for surrender
- Maintenance and upkeep of Officers Rest House and
Engineering Training Centres. - Maintenance and upkeep of Horticulture.
- Water Purification.
- Sanitation.
104o. Recommendations with system of identifying
surpluses.
- It is recommended that Civil Engg. maintenance
activities which are being carried out on
contract basis should be segregated from
departmental work so as to assess the total work
load available with SSE/SE (Works). - In order to identify surpluses, the work carried
out by contractual labour must be reduced from
total work load with each SSE/SE (Works) which
will reduce the ITKM of each SSE/SE (Works).
105p. Short Term Action Plan the procedure and
ways to initiate the whole process within one
month and physical implementation by the end of 6
moths.
- In order to have a fruitful analysis of man power
requirement, it is absolutely necessary to have
ITKM figures as well as manpower data of works
side covering all the activities of Civil Works
in the benchmarking report instead of Buildings
only. - To identify redundancy in various categories of
staff, Work study may be undertaken for civil
works which could be considered for surrender.
106q. Long Term Action Plan to implement the same
and forecasting the possible reduction of staff
during the next 5 years (Tabular form)
- No yardstick is available in works manual to
calculate the staff for works. Therefore, it is
suggested that a committee should go into the
requirement of the staff keeping in view the ITKM
of SSE/SE units. - Computer based complaint at centralized place
will decide amount of petty works required and
will improve performance and productivity of the
staff available and in future it will be easy in
providing contract system/ outsourcing of the
activities.
