Whats new?
  • Revised state plan has been approved by USDOE.
  • This only changed what the federal government was
    requiring of the state government. It does not
    change what TEA is requiring of districts.

HOUSSE
  • Can no longer use to meet HQ for experienced
    teachers
  • (hired by 05-06 have by end of 06-07)
  • Only use for
  • new sped in multiple content areas (2 years)
  • rural areas for multiple content areas (3 years)
  • Change of assignment
  • If asked or required to change assignment
  • May use HOUSSE for 1 year
  • Can use for visiting international teachers (3
    years)

What are they looking for?
  • A Plan---
  • Increase percentage of highly qualified teachers
    on each campus to meet 100 by the end of 2006-07
  • Ensure low-income students and minority students
    are not taught at higher rates than other student
    groups by teachers who are not highly qualified
  • Attract and retain highly qualified teachers
  • Assist teachers not currently highly qualified to
    meet the highly qualified requirements in a
    timely manner

    partial loan forgiveness, deferment or
    cancellation.

    teachers become highly qualified

Not meeting 100??
  • Focused Data Analysis (FDA)to determine possible
    causes and address identified issues in the CIP
  • Campus Improvement Plan (CIP)highly qualified
    must be addressed if campus is not at 100
  • Technical Assistance from ESC

Steps to be taken--
  • The LEA will ensure, through
  • incentives for voluntary transfers,
  • the provision of professional development,
  • recruitment programs, or
  • other effective strategies,
  • that low-income students and minority students
    are not taught at higher rates than other
    students by unqualified, out-of-field, or
    inexperienced teachers.
