    priorities with the added value of new
    priorities.

Post Summit developments
  • There has been renewed political commitment to
  • Establish a mechanism for an integrated approach
    to decision making through
  • Approving Environment Bill
  • that will establish a statutory sustainable
    council to advise government (composition
    including govt, NGO private sector
    representation. (Negotiations ending July)
  • A five year Integrated Strategic Plan that
    addresses the three pillars of sustainable
    development which is realistic. (completed July)

    understanding post summit)
  • Awareness has been limited to national TV, radio
    news bulletins Environmental awareness
    campaigns.
  • What needs to be done!
  • Give back ownership to all stakeholders. that
    their opinion and needs helped formed the basis
    of the sub-regional position which fed into the
    regional .resulting in summit outcomes
  • Ownership of the BPoA preparatory process which
    will lead to outcomes and a document which is
    more relevant to the stakeholders.

Desired level of ownership
  • Action Plan to
  • Reinvigorate the significance of SD and outcomes
    of the WSSD by involving stakeholders from the
    three pillars on to the task force
  • Reinvigorate national stakeholder ownership by
    consultation process that will
  • Relay outcomes of WSSD and expectations for BPoA

  • Ensure ownership for Type II initiatives
    (fundamentals and access..dance rules)
  • Ensure multi-stakeholder engagement in BPOA by
    further additions to the NAR that will add value
    to the existing document and make it user
    friendly by all.

General Reflections
  • The BPoA has not influenced national operations
    or activities as it should have.
  • Some reasons being
  • Lack of profile and momentum
  • Lack of tangible financial resources for
    implementation
  • Lack of capacity for implementation
  • National priorities responsive to available
    resources
  • However, some national activities and priorities
    reflect components of the BPoA mainly due to
    financial resources that have been made available
    bilaterally and / or by national commitments to
    Multilateral agreements. (egsNBSAP,Climate
    Change National Report, Biosafety Framework,
    CEDAW reporting, CRC national reporting and
    priorities)

CONCLUSIONS
  • To consolidate NARs into a matrixfor ease of
    understanding.
  • Reinvigorate national process for sustainable
    development
  • Use BPoA preparatory process to raise the profile
    of sustainable development (rather than just for
    the Mauritius meeting)
  • Clearly needing strong support from CROP and to
    that end know what CROP functions are and where
    you can help us.
  • How to maximise BPOA as a document to capture
    resources that are responsive to Niues needs.
  • Optimize on the type two initiatives.
