John R. Brakey was a Democratic Cluster Captain
for four precincts belonging to Arizona
Legislative District 27, which is part of Arizona
Congressional District 7.
Arizona District 7 is predominately Hispanic, 80
non-Republican, and the largest District in
Arizona with this demographic mix. When John
visited his four polling places on November 2,
2004 to inspect the voting process and collect
"tear sheets" he was met with non-cooperation and
even hostility by the election officials at three
of them.
This study would not have been possible without
Johns having assembled on Excel spreadsheets all
public voter registration data (about 1900 names)
and all paper records of the Election Day turnout
(officially 884) at the Pct. 324 polling place.

II. Poll workers enter voter names in Consecutive
Number Register (CNR).
Normally
IIIa. Regular voters are instructed to scan
their completed ballots into the Diebold
AccuVote-OS voting machine which records their
vote and serves as a paper trail.
But there are four more Irregularities!

The Double-Vote Fraud
Had the poll workers moved 10 unique names into
those 10 blank spaces on the CNR, they would have
successfully covered up their double voting.

These 11 ballots disappeared! (Officially, they
were never issued.)
Hmm
What if 10 names moved here?
Now there are 12 more ballots in the box than
there are unique names on the CNR!

The Provisional Ballot Fraud
36 of these 39 purloined Provisional Ballots were
cast by voters not registered in the precinct.
Therefore, they are likely to be double votes!
After the polls closed, the poll workers removed
39 Provisional Ballots from their envelopes and
scanned them into the ballot box.
