- A key step in the process of developing
Minnesotas Comprehensive Highway Safety Plan
involved screening and prioritizing AASHTOs 22
Emphasis Areas in order to focus on those that
are most important in Minnesota. - The Screening process is based on three
components - Results of the Self-Assessment,
- A data driven analysis of Minnesotas fatal crash
statistics, and - Prioritization exercise with the Safety Partners.

5Identification of Safety Strategies
- Initial list of safety strategies for each CEA
generated using NCHRP Report 500 series - Countermeasures and strategies for each of CEA
were discussed, evaluated and prioritized at the
June 10th CHSP Workshop. - 16 Critical Strategies have been identified for
implementation in Year One if possible. - Created CHSP Safety Toolbox with over 100
strategies to assist local agencies with
identification of safety problems and deployment
of appropriate strategies relative to CEAs.

prevent reduced/eliminated charges - Sobriety saturations and targeted enforcement
