Supply of Ordnance Survey data post 2004
4
Latest information from JISC
  • Dear Colleague
  • As you are probably aware the existing agreement
with Ordnance Survey for the Digimap content
comes to an end next year. The JISC Collection
Team is talking with Ordnance Survey about the
    renewal of this contract.
  • The JISC Collections Team will consult with all
Digimap subscribers about the new offer in
    February 2004.
  • Meanwhile, if you do have any questions about
the new Digimap agreement please do contact me.

10
Usage summary
  • JISC consider Digimap to be a successful service
which is now fully embedded in the academic
    community
  • 80 Subscribing institutions (4 FE)
  • 13,730 active users
  • 22,000 in total since 2000
  • Over the last 12 months

11
Usage summary
  • 86,000 sessions
  • 107,400 printable maps (GIF, EPS or PDF)
  • 85 Land-Line.Plus
  • 2.4m _at_ 22.50 per A4 SuperPlan map
  • 185,000 data files taken
  • 58 Land-Line.Plus
  • 676,100 CodePoint records taken
  • Last two months have seen exceptionally high use

12
Users growth chart
13
Growth in file downloads
14
Benefits - Users
  • fast and efficient access to up-to-date OS data -
    encourages use
  • has enabled research to continue without regard
    to mapping costs
  • no longer geographically limited
  • potential for use of real, local data in teaching
  • increased use of geo-spatial data in teaching and
    research
  • costs lower, for institution and user, than
    purchasing directly from OS

15
Value to the community (financial)
16
MasterMap Scoping study
  • conducted in two phases
  • made a series of recommendations
  • but certain issues remained unresolved
  • duration March 03 - December 03
  • activities
  • user consultation
  • data management and performance issues
  • further investigation of data delivery models
  • including potential of GRID
  • deliverable report with recommendations

17
MasterMap Scoping Study
  • Who delivers MasterMap?
  • Mapping
  • similar to current supply
  • Land-Line replaced by MasterMap
  • theme selection
  • Data Supply
  • by EDINA?
  • by a third party?
  • by OS?

18
MasterMap Scoping study
  • Major challenges
  • requires significant changes to data supply
  • less impact on mapping side
  • data complexity and data volumes
  • institutional and support issues
  • awareness raising, training, data management
  • incorporating new MasterMap layers as they become
    available
  • but managing old style products at same time
  • managing user expectation

19
User consultation and findings
  • Web-based questionnaire survey results

20
User consultation scenario-building
  • Scenario-building exercise around the future of
    spatial data provision
  • Involved Digimap staff, users from a range of
    backgrounds (research, teaching, FE, HE)
  • Expectation for continued growth, with further
    diversification of users and uses

21
Recommendations from the scenario-building
  • Recognition that electronic delivery of data
    through web services will predominate
  • Support should be commensurate with level of data
    provision
  • generic (all services) versus specific (Digimap
    service) local support
  • Licensing should be clear and consistent
  • financing of subscription ongoing problem
  • Range of data available should increase as data
use widens (including other OS products and data
    from other sources)
  • Benefits to be gained from collaborative
    environment
  • E-Science, GRID etc.

22
Recommendations for service
  • MUST
  • Request and extract (initial) data online (GML)
  • Area of interest defined by
  • user-specified area
  • predefined administrative boundary
  • Data selection by theme (roads, waterways)
  • SHOULD
  • Change-Only Update specify change since date
  • Frequency of service data update
  • annual
  • biannual (preferred option)
  • more often
  • COULD
  • Access to historic data of interest
  • Offer range of formats
  • MID/MIF, SHP, DXF
  • MasterMap Lite
  • Store Area of Interest for reuse
  • Mapping Land-Line-like cartography

23
How could it look?
24
Recommendations for roll out
  • Phased approach
  • key site reps have first access
  • Early adopters use a beta service in real
    situations
  • Full beta testing prior to release
  • Full release at start of academic session
  • Feedback from users at all stages
  • surveys
  • workshops
  • more active forum
  • Note 87 want access within a year!

25
Recommendations for User Support
  • Web and paper documentation
  • Training required for
  • site reps
  • users NEW
  • teachers
  • learners
  • researchers
  • Early adopters workshops
  • Institutional guidance on
  • responsibilities
  • software and data management issues
  • Awareness raising will be important
  • Importance of local support
  • local specialist(s) required

26
Timetable?
27
Discussion
28
Issues for discussion
  • data required for 2004 service
  • MasterMap issues include
  • timetable
  • tools for ITN
  • training
  • support for data management
  • service including initial supply
  • general service enhancements

29
(No Transcript)
30
Responsibilities
  • Promotion and marketing
  • User registration
  • User support
  • Helpdesk
  • Documentation
  • Training
  • Support site reps (and users)
  • Interpret ToU
  • very broad
  • Operate and maintain service
  • Security
  • data
  • service
  • Apply annual updates
  • Respond to changes requested by community
  • Represent community to OS

31
EDINA supported supply
  • EDINA holds two versions of OS MasterMap
  • EDINA can
  • ensure service meets requirements of academia
  • control update frequency
  • log and monitor use of OS MasterMap
  • provide data in other formats
  • large, ongoing, data management and associated
    operational costs
  • number of technical solutions
  • but type of service performance necessitates
    two databases
  • one optimised for data supply (long transactions)
  • one optimised for mapping (short transactions)

32
Data supply services
Gazetteer Download
Map data Download tool
CodePoint Download
33
Additional services
Postcode query tool
Gazetteer query tool
Site usage statistics
34
Service supply models
  • looked at utility of GRID
  • conclusion too immature for production service
  • identified need to support GRID applications
  • two data delivery models being investigated
  • Model 1 - EDINA holds two versions of OS
MasterMap (one for data supply, one for mapping)
  • Model 2 - EDINA holds OS MasterMap data for
mapping but third party supports data supply by
    providing data server
  • consulting 3rd party organisations including OS
