Rationale Context
  • In 1994 over 5 000 personnel were responsible for
    roads.
  • Unskilled personnel were not proportionately
    distributed in regions/districts.
  • Excess staff in general.
  • Shortage of labourers in some regions.
  • Shortage of managers.
  • A larger portion of the budget went into salaries
    and wages.
  • Moratorium on appointment of personnel.

Legal Framework
