NCLB 2001
  • Signed into law on January 8, 2002
  • Represents some of the most significant changes
    to the Elementary and Secondary School Act (ESEA)
    since its enactment in 1965

  • NCLB contains four basic major education reforms
  • Increased focus on accountability
  • Increased flexibility and local control
  • Expanded educational options for parents, and
  • Focus on research-based methods and practices

Accountability History
  • 2002-2003 SY
  • Schools must administer tests in each of three
    grades spans in all schools
  • Grades 3-5, Grades 6-9, and Grades 10-12
  • 2005-2006 SY
  • Tests must be administered every year in grades 3
    through 8 and one year in grades 10-12
  • States must develop standards in Science
  • 2007-2008 SY
  • Science achievement must be tested

Guidelines for Assessing Students
  • Goal All students will be assessed
  • 95 of each student group must participate in the
    assessment process
  • Students enrolled for lt1 year will not be
    included in the accountability process
  • Students with severe disabilities must be
    assessed utilizing the APA
  • Out-of-district students and out-of-resident
    students are included in their home schools
    accountability process
  • LEP students must also be assessed

Adequate Yearly Progress (AYP)
  • Each state established their own definition of
    AYP to measure the yearly incremental progress of
    school in reaching 100 proficiency by 2013-2014
  • States are required to raise standards once in
    the first two years, then every three years
    (2005, 2008, 2011, 2014)
  • All groups must attain 100 proficiency in
    language arts literacy, mathematics, and science
    by 2014

  • Student progress is also assessed by student
    groups
  • Racial/Ethnic (White, Black, Asian, Pacific
    Islander, Hispanic, American Indian,/Alaskan
    Native, Other)
  • Income (Economically Disadvantaged)
  • LEP
  • Special Education

School Level Accountability
  • Proficiency statistics for each school will be
    compared to the statewide benchmarks in each area
    and for every student subgroup
  • Results for subgroups with fewer than 20 (SPED
    35) students will be excluded from the analysis
  • Use of a 95 confidence interval along with a 75
    confidence interval for safe harbor
    calculations
  • If a subgroup is identified as not having met
    AYP, safe harbor may be reached

    student performance in conjunction with statewide
    assessments
  • Graduation rate MS/HS Levels
  • Attendance rate Elementary levels
  • A total of 41 indicators determine AYP

School Improvement Identification
  • Schools that have not made AYP for two
    consecutive school years in the same content area
    will be identified as needing school improvement
    before the beginning of the next school year
  • School are responsible for improving the academic
    performance of all students
  • Real consequences exist for schools and
    districts that fail to make AYP
