  • Funds included in the ESEA Consolidated
    Application must be used only to supplement (add
    to) services that are the responsibility of the
    district to offer its students. They cannot be
    used to take the place of state and local funds.

Private School Equitable Participation
  • Several resources are available regarding
    equitable participation by private schools in the

  • Remember that private schools are eligible for
    services only and that the responsible public
    school district must maintain control of all
    funds.
  • Be sure to include private school services in the
    program plan.

Parent and Community Involvement
  • Parent and community participation and
    involvement is an area of concern for many
    districts
  • The district must engage in significant and
    meaningful involvement with parents and community
    members in the assessment of needs, planning,
    implementation, and evaluation of ESEA funded
    programs.
  • Parents of the participating children from public
    and private schools must be involved with
    district personnel in the annual assessment of
    the effectiveness of Title I parent involvement
    and planning for improvements as needed. See the
    monitoring document at for information on
    evidence that can be used to document compliance
    with these requirements.

    deadlines for submission be sure to read and
    respond to the messages.

  • When you have selected submit, one of two
    things will happen
  • A message will tell you the submission is
    complete. The submit button can no longer be
    selected.
  • OR
  • A list of errors or sections still needing data
    will appear. These issues must be resolved
    before the application or end-of year report can
    be successfully submitted.

ESEA Consolidated End-of-Year Report
  • Timely submission is very important DPI must
    submit reports to the US Department of Education
    on this data.
  • Missing, inaccurate, or incomplete data gives a
    skewed picture of Wisconsins ESEA programs.

Assurances
  • The Assurance form revised 1-07 must be
    submitted.
  • New assurance under Title I-A
  • The LEA has established and implemented a
    districtwide salary schedule and comparability
    policy. Annually the district ensures that its
    policy results in equivalence among schools in
    provision of teachers, administrators, and other
    staff, and equivalence among schools in the
    provision of curriculum materials and
    instructional supplies.

Transfer of Funds
  • Provision has been made for more specificity on
    how funds transferred into another Title are to
    be used.
  • When funds are transferred into another Title,
    the originating Title budget must specify both
    the amount and purpose of those funds.
  • A new summary screen is included in the budgets
    of all Titles from which funds can be
    transferred.

Timelines for Approvals
  • DPIs goal is to review all application
    submissions within 30 days. Any portion of the
    application may be approved or need revision
    before approval can be granted.
  • Districts are asked to address requests for
    revisions as soon as possible. Prompt attention
    reduces errors and allows for speedier approval
    of the ESEA Consolidated Application.

Reminder Improved Program Plans Needed
  • Program plans should be based on needs
    assessments and the planning that takes place
    before the school year starts. Plans should
    include appropriate actions to meet ESEA goals
    and identify funding sources.
  • Be sure actions in program plan and expenditures
    in budget align.

Federal Monitoring of Title I
  • The US Education Department will monitor
    Wisconsins state and local compliance with Title
    I accountability, instructional, and fiduciary
    requirements and Schoolwide programs in 2007-08.
    Federal monitors will also review compliance with
    Even Start Family Literacy, Neglected and
    Delinquent, and the McKinney-Vento Homeless
    programs.
  • The monitoring team typically chooses several
    districts to monitor as well as DPI.

Title I-A Changes
  • There are no major changes to the Title I portion
    of the ESEA Consolidated Application for 07-08.
  • The ESEA Consolidated End-of-Year Report collects
    data DPI must report to the US Department of
    Education. The questions on paraprofessionals
    has now been changed to collect data for both
    instructional and non-instructional
    paraprofessionals.

Title I Reminders
  • Program plan must clearly articulate that the
    funds are used for actions at Title 1 schools.
  • In a Targeted Assistance program, Title I must be
    used to provide additional support for students
    identified as most at risk of failing to meet
    state academic standards.
  • The Program Plan should identify activities in
    Schoolwide programs.

  • A PI-9551 Assurances and Narrative form found at

  • must be on file for all Schoolwide programs by
    April 15 of the planning year.
  • Enrollment numbers are only for students at least
    5 and less than 18 years old at the time of the
    count (usually January count).

Title I Reminders
  • Any activities/staff/supplies, etc. funded by
    Title I should be identified through a needs
    assessment and be part of the district and school
    plans to meet the needs of academically
    struggling students.
  • Remember that Title I funds can only be used to
    provide additional academic support to eligible
    students that is over and above the basic
    educational programming provided to all students.
    Title I funds cannot be used to take the place of
    district funds.

  • Dont forget to set aside funds to serve homeless
    students attending non-Title I schools!
  • If professional development for district-wide
    initiatives is funded by Title I, it should be
    taken as a reservation. It is subject to
    equitable participation for private schools.

Title I Reminders
  • Services can be provided in any of the core
    content areas. Mathematics and reading are the
    most common areas, but the determination should
    be based on assessment of student needs in the
    school.

Comparability Reminder
  • Comparability was one of the weak areas found in
    the last federal audit.
  • Note the new assurance on comparability.
  • Districts must determine comparability each year,
    but are required to report to DPI only every two
    years. No report will be submitted for 07-08.

NEW in Title II-D!!!
  • Districts will be required to report the number
    of eighth graders that are technologically
    literate and the number that are not. The DPI
    will start collecting this data on the District
    Technology Survey in June/July 2007 and report it
    to the USDE as part of the compulsory EDEN
    collection.
  • This will show that the district is in compliance
    with the assurances.

Title III-A
  • Beginning with the 2006-2007 school year, ONLY
    students who have been identified and assessed
    for English language proficiency (ELP) with
    ACCESS for ELLs TM, with all 4 domains (Reading,
    Writing, Speaking and Listening), and scored as
    limited-English proficient (ELP levels 1-5), will
    generate allocations for Title III-A.

Private School Participation and Title III
  • Private schools receiving Title III services must
    establish a consistent and reasonable process for
    identifying and testing ELLs.
  • As in participating public schools, ELLs must be
    assessed annually in all the domains with the
    state approved test, ACCESS.
  • Local school districts, in consultation with
    private schools, are responsible for
    administering the ACCESS annually.
  • In addition, the LEA and the private school need
    to have a mechanism in place for measuring
    English language proficiency progress for ELLs.

Private School Participation in Title III-cont.
  • Since the 2006-2007 test window for ACCESS has
    closed, private school ELLs should be assessed
    with the W-APT (ACCESS screener) to qualify for
    Title III allocations for the 2007-2008
    school-year.
  • A count of ELLs assessed with the W-APT must be
    submitted by June 1, 2007, in order for the
    private school to qualify for an allocation under
    Title III.

  • Title III Data to be collected with the 2006-2007
    EOY report will include
  • The number of certified/licensed teachers serving
    eligible (i.e., students with an English language
    proficiency level 1-5 as determined by ACCESS for
    ELLs TM) students in language instruction

    descriptions of such programs)
  • Methods used by the district to determine
    teachers language fluency in English and any
    target language used in instruction

  • Types of professional development activities
    funded by Title III and the numbers of
    participants by role
  • In general LEAs are responsible for collection
    of data, but data will be reported by
    subgrantee (i.e., by LEAs managing their own
    allocation and by consortia fiscal agents).

Annual Measurable Achievement Objectives (AMAOs)
  • With two years of student-level data, we are now
    able to follow cohorts of students as required by
    Title III, NCLB
  • The ISES, based on ACCESS composite scores, will
    calculate AMAOs by district and by subgrantee to
    determine if the AMAOs related to English
    language acquisition have been met.
  • The AMAOs need to be met in the three areas
  • AMAO (1) students progress from one language
    level to another
  • AMAO (2) students exit become proficient
  • AMAO (3) students meet the AYP criteria
  • Parental notification of AMAOs status by schools
    need to be in place

Congress has passed a continuing resolution to
maintain the Title IV funding level at or near
