2
HOME START FROM HOME
Workwise Summit
  • AA Home Start from Home - Using the information
    highway to
  • Reduce Congestion, Costs Carbon
  • Transport Climate Change
  • AA Case Studies

HOME START FROM HOME
Commission for Integrated TransportClimate
Change Working Group
  • To establish transports role as part of wider
efforts across the economy to deliver the most
    cost-effective carbon reductions consistent with
    the Governments 2050 aspiration

4
HOME START FROM HOME
Transport and Carbon Emissions So Far
  • Total UK emissions down since 1990 - but
    transport up
  • Transport in 2004 (incl international) 32 UK
total (52.7 MtC) largest single sector (end
    user)
  • Road transport c 93 all transport emissions
    (33MtC) cars making up 54.
  • Freight growing but question mark over total
    contribution (NB vans)
  • International air currently small share but
    fastest growth (123 since 1990)

5
HOME START FROM HOME
Cost-effective carbon reductions by sector to
2050 (DTI, 2007, Energy White Paper)
6
HOME START FROM HOME
Projected Transport Carbon Emissions
  • Impact of Government policies domestic transport
emissions stabilise at 2005 levels by 2020 but
    treat with care
    international aviation/shipping not included,
    new assumptions e.g.
    flatter car, traffic growth, etc
  • Government scenarios for all economy to 2050
transports role becomes more significant after
    2020 but treat with care
    focused on technology
    rather than behaviour,
    international aviation/shipping not
    included
  • Mixed evidence on cost-effectiveness of transport
    measures but NB e.g. smart
    measures packages

HOME START FROM HOME
Recommendation 1 Vehicle Efficiency
  • Adopt mandatory new car CO² target - complemented
    by supporting measures
  • 100g CO²/km by 2020
  • VED differential
  • Company Car Tax
  • Labelling
  • Public procurement
  • Gear Shift Indicator Tyre Pressure Monitoring
    System
  • Improvements to vehicle test cycle
  • CO² saving by 2020 2.4 MtC

8

Recommendations 2 3 Behaviour
  • Reinforce driver behaviour
  • Stable, sustained fuel prices
  • Eco-driving
  • 70mph speed limit adherence
  • Intensive application of Smarter Choices
  • Workplace/school travel plans
  • Car clubs, car sharing
  • Information marketing
  • Teleworking / teleconferencing
  • Public transport
  • CO² saving by 2020 2 MtC

Recommendation 4 Sustainable Distribution
  • Secure savings from freight industry through
    technological, purchasing and operational changes
  • Higher uptake of freight best practice programme
  • Incentives to buy lower carbon/alternatively
    powered vehicles (VED)
  • Reduction in light van emission via technology
    developments
  • Improvements in energy efficiency, vehicle
    utilisation and modal shift
  • CO² saving by 2020 2.7 MtC

Conclusion
  • Road transport potentially a major area of carbon
    abatement cars, lorries, vans
  • No easy options technology or behaviour.
Smarter choices could reduce traffic 11 in ten
    years
  • Knowledge gaps need to be filled e.g. vans
  • Preparing for the longer term (post 2020) e.g.
    technology pathways, road pricing, land-use
    planning, trading

12
HOME START FROM HOME
Incentives or Restrictions?
  • Richmond parking permits
  • School parking based on CO²
  • Norwich parking based on length of car
  • LEZ for HGVs
  • Complex LEZs for cars in German cities
  • ECOpass in Milan
  • Way Aheadneed a better evaluated,
    co-ordinated and holistic approach
  • Some measures, i.e. blanket 20mph zones, more
traffic lights and traffic calming can backfire
    and produce more emissions
  • Need to be Workwise

13
HOME START FROM HOME
AA Homeworkers
  • The AA has been offering its call centre
employees the option of working from home since
1997 when it started a pilot scheme in Leeds
  • Due to the consolidation of premises across the
UK it was the perfect solution to help retain
    experienced staff
  • The AA now has around 300 homeworkers spread
    across Newcastle, Leeds, Manchester, Birmingham
and Cardiff who are managed by remote team
    managers

14
HOME START FROM HOME
Benefits
  • AA has retained valued and experienced employees
  • Absence rates have fallen compared to call
    centres
  • Morale is extremely high
  • Homeworkers showing exceptional performance
  • Flexibility means that doctors/dentists
    appointments are never a problem
  • Very low stress levels no traffic jams and
    being late
  • No more getting up early in winter and scraping
    ice off the car!
  • Working environment calmer than noisy call
    centres

15
HOME START FROM HOME
Communication is Key
  • One-to-one monthly performance reviews in home
  • Monthly team briefings - 100 attendance
  • Managers in daily contact
  • Roaming IT support

Case Study
  • Anne Walker (47) married with two teenage sons
and lives in Newcastle upon Tyne
  • After years as a police telephonist and nine
years in the AA's Insurance call centre, Anne was
desperate to get out of the call centre
environment. When she saw an internal
announcement in 2001 offering staff home working
opportunities Anne jumped at the chance,
especially in light of having two boys both at
school. Her family really enjoy the fact that
she is always at home and her friends think she
has a 'job in a million'!
  • Reasons for taking the homeworking route Sick
of working in an office environment Split
shifts would work well with school timetable
  • Benefits Anne is now an excellent map reader!
Anne would have left the AA by now had she not
been offered this opportunity Doing overtime
is much easier as the commute is taken out of the
equation No more stressful drives to and from
work Anne is at home during summer holidays
Always someone at home (security, comfort for
    family)

Advantages for the AA
  • Saves on office space
  • Increased productivity
  • Less absenteeism
  • Easy to find recruits
  • Technology works
  • With broadband, cost decreased
  • Split shifts fit with busiest times
  • Short notice overtime
  • Increased employee loyalty

18
HOME START FROM HOME
Fuel Saving
  • Around 300 employees _at_ 8.7 miles commute per day
  • Around 360 litres of fuel saved each day
  • 620,000 commuting miles per year
  • Saves 212.5 tonnes of CO2 per year

19

Conclusion
  • Cost-effective solutions for reducing carbon from
    transport include Behaviour Technology
  • Vehicle technology has a role to play. Case
studies prove that becoming Workwise and changing
working practices can have as important a
contribution to reducing carbon as technology
  • Next time you need an AA Home Start, spare a
thought for the Call Handler who may well be
giving you a Home Start from Home!
